The State Service Center is a preparedness authority and is part of the Preparedness Sector Economic Security.

The Division for Operational Security is responsible, among other things, for steering, coordinating, supporting, and monitoring the authority's cohesive work regarding civil defense and continuity planning, as well as steering, coordinating, supporting, and monitoring the authority's security work. The division is divided into two units; the Security Unit and the Civil Defence Unit. The units work together on many issues. You will belong to the Civil Defence Unit.

To succeed in your role, you need to enjoy driving development work independently and together with others. You have the ability to see what needs to be done and the drive to turn a strategic plan into actual measures and evaluate their effect. You must also have the ability to combine strategic analysis work with operational support for operations to prioritize and implement measures. You value collaboration both internally and externally and find it easy to build trusting relationships. You see it as a given to support other work in the division when needed.

Main Responsibilities

You will, among other things, work with:

• External collaboration with authorities and other actors in total defense
• Developing and monitoring the authority's preparedness work according to external and internal requirements
• Planning, implementing, and monitoring investigations, analyses, and assignments
• Supporting all areas of the authority's operations in matters concerning crisis preparedness and civil defense
• Conducting training and exercises in the field.

Qualifications (It should be clearly evident in your CV how you meet the requirements)

We are looking for you who have

• Education in the risk, crisis, or preparedness area, or other education that the employer deems relevant for the position.
• At least two years of experience within the last five years where you have primarily worked with analysis and development within the preparedness area.
• Experience working with issues within crisis management and civil defense at an authority, municipality, or region.
• Experience collaborating internally and externally with complex issues and many stakeholders.
• Knowledge and work experience within the Swedish Preparedness System and its regulations.

Furthermore, you must have the following abilities:

• Independently take responsibility for your tasks.
• Create structure in your work and be able to prioritize what needs to be done and in what order.
• Drive development work.
• Maintain motivation and efficiency until the work is completed.
• Be calm, stable, and have control over yourself in challenging situations.
• Communicative; good pedagogical ability to summarize and convey information so that others understand.
• Very good ability to express yourself in speech and writing in Swedish.

Additionally, it is meritorious if you have:

• Knowledge of staff methodology.
• Developed training and scenario exercises.
• Worked with project management.

The position is 100% and permanent.

We apply a six-month probationary period.

The position is located in Sundbyberg, Stockholm.

The position involves some travel within Sweden, approx. 10–20 trips per year.

This position requires a passed security clearance according to the Security Protection Act. As an employee, you may also be war-placed based on the needs of total defense.
