About the Job
The Administration Department is now looking for a strategist with a focus on employee issues, systematic work environment management, strategic personnel and competence supply, and contingency planning. The position is cross-administrative, meaning you will work closely with managers, administrative leadership, HR specialists, and other central functions within social services and the municipality. The role includes both recurring tasks and temporary assignments, as well as development-oriented, coordinating, and investigative duties.
The Administration Department houses several central support functions and works to provide support and service to the administration, while also contributing to the development, coordination, and quality assurance of operations. As a strategist, you will be a key part of this work, contributing structure, analysis, coordination, and development across several cross-administrative areas.
You will work both independently and collaboratively. The job requires you to handle multiple parallel processes, create structure, coordinate various stakeholders, and provide data, analyses, and follow-ups to managers, administrative leadership, collaboration groups, and boards. The position demands high flexibility, initiative, and strong problem-solving skills, as conditions and needs may change over time.
Responsibilities
As a strategist, you will work on overarching issues within social services, with a particular focus on coordination, analysis, follow-up, and development. The assignment is broad and may evolve over time based on operational needs, current priorities, and your competencies.
The role involves supporting managers and administrative leadership by preparing data, compiling and analyzing information, contributing to follow-ups, and participating in the development of methods and processes. The work is partly project-driven and includes, among other things, investigating, documenting, writing official reports, and presenting matters to the board.
You will have a coordinating function in matters such as systematic work environment management, personnel and competence supply, education issues, contingency planning, and other strategic or administrative assignments of a cross-administrative nature. You are expected to create structure in complex issues, drive and maintain processes, and contribute to the administration receiving well-founded data for decision-making, planning, and development. To thrive in this role, you need to be flexible, have good problem-solving skills, and be able to adapt to changing needs and conditions.
The assignment may also include special investigations, reports, coordination tasks, and other duties that arise through operational development, board mandates, or administrative leadership priorities.
Who Are We Looking For?
We are looking for someone who has:
- Relevant higher education in fields such as public administration, human resources, social sciences, administration, or other education deemed equivalent by the employer.
- Good knowledge and experience in using AI in work.
- Experience in qualified administrative, strategic, or coordinating work, preferably within municipal operations or social services.
- Good ability to express yourself in speech and writing. Ability to work independently, structured, and with multiple parallel processes.
- It is meritorious if you have experience working as a manager within social services.
As a person, you are careful, flexible, structured, and analytical. You have the ability to create an overview, see connections, and translate complex information into clear data and practical support. You thrive in a role where you can work both independently and in close collaboration with others. You easily build trusting relationships, are service-oriented, and contribute to development through engagement, responsibility, and a solution-focused approach.

Employment is conditional upon necessary decisions being made. For positions where the work involves direct and regular contact with children and young people, as well as for operations within LSS (Support and Service Act for Persons with Functional Disabilities), care and nursing, healthcare, psychiatric care, and addiction care, a valid extract from the police's criminal record must be presented or submitted before employment.
