The Swedish Civil Contingencies Agency (MSB) is the leading, guiding, and coordinating authority in civil defence. We ensure that society is prepared for crisis, high alert, and war.

Space has become a crucial part of our critical societal infrastructure. Services for navigation, communication, and meteorology depend on satellite systems, while space has evolved into a strategic arena where the threat landscape changes rapidly. To strengthen Sweden's security and resilience, civil defence needs to develop its ability to understand, protect, and utilize space-based services. In the coming years, operations are also expected to expand into related areas, such as unmanned systems, where the connection between space services and drone technology becomes increasingly important.
Against this background, we are looking for a Development Manager who wants to help develop future space-related capabilities for civil defence. This role suits you if you enjoy translating needs into concrete solutions, driving development initiatives, and leading complex projects in collaboration with many stakeholders. You will work closely with authorities, suppliers, research actors, and consultants in a rapidly developing area of great significance for Sweden's security.
Your responsibilities and tasks
The role involves broad responsibility with the opportunity for significant impact, where you are expected to translate needs into concrete initiatives and contribute to a strengthened national capability in the space sector. The position entails driving and leading the development of new space-related capabilities for civil defence and the preparedness system.
In the role, you will among other things:
- Lead projects, development initiatives, and pilot operations in collaboration with external actors.
- Develop technical concepts, target visions, and development plans for future capabilities.
- Contribute to the development of overarching system architectures and ensure that technical solutions function within a coherent system perspective.
- Identify development needs and initiate new development efforts based on environmental scanning, technological development, and Sweden's needs.
- Identify opportunities to use new technology to strengthen society's resilience and operational capability.
- Identify and evaluate how AI and other emerging technologies can be translated into operational benefits and strengthened capabilities.
- Lead the work with requirements specification and supplier follow-up.
- Ensure that developed solutions can be implemented, operated, and maintained in an authority environment.
Your knowledge and competencies
We are looking for you who have:
- Relevant academic education, or other education and experience that the employer deems equivalent.
- Several years of experience in project management, development management, or other leadership roles within technical development.
- Experience in translating operational needs into technical solutions.
- Good ability to express yourself in Swedish and English, both orally and in writing.
You do not need to have worked in the space sector previously. The most important thing is that you have experience leading the development of complex technical capabilities and can create results through collaboration.
It is meritorious if you have:
- Experience from total defence and collaboration between civilian and military actors.
- Experience in system management and administration processes in the public sector.
- Experience in implementing or evaluating AI solutions.
- Experience in systematic cyber security work, such as risk management, requirements specification, analysis, or governance.
- Experience in security-sensitive operations, signal security, and work with security-classified information.
- Experience in requirements specification, procurement, governance, and supplier follow-up.
- Knowledge of the space sector and satellite-based services.
- Experience with unmanned systems, for example, the use of drones or counter-drone threats.

About the employment
We offer you a permanent full-time position starting with a probationary period, with the possibility of extension.
Your place of work will be Karlstad or Stockholm, and travel within the employment will occur.
The majority of our positions involve security classification. Swedish citizenship is usually required. In the case of security classification, a security investigation with register check will be conducted prior to employment according to Chapter 3 of the Security Protection Act. Most employees at the Swedish Civil Contingencies Agency are assigned to wartime duties.

The Space Security Section is responsible for strengthening space-related capabilities and resilience within civil defence and the preparedness system. The section works on space security-related issues nationally and within the EU. The section is located in both Karlstad and Stockholm and consists of both more experienced and more junior employees.
