As part of strengthening our work within data and analytical support, we are now looking for a Technical Strategist who wants to help build a new service area with a clear focus on developing the ability to work in a data-driven manner and utilize AI throughout the organization. As a Technical Strategist within data and AI, you will become part of the Municipal Executive Office's development function and belong to the Department of Digital Development and Innovation. The department is responsible for leading and supporting the digital transformation in Karlstad Municipality. Sounds exciting? Then this might be the role for you!

Job Responsibilities

In the role of Technical Strategist, you are responsible for developing, maintaining, and shaping the technical direction within data and AI in the municipality, from strategy to practical development. You work in close collaboration with operations, IT, and other key roles to create a cohesive, scalable, and future-proof platform capability.

You will become a central bridge between strategic development and the development of new initiatives, as well as practical implementation and management. You will join a new delivery team for data and analytical support and work in close cooperation primarily with the service area manager, information architect, technical product owners, and enterprise architect.

Your main areas of responsibility

• Responsible for the strategy and target vision for technical platforms within the area of data and analytical support. This area includes AI.
• Evaluate and produce decision support materials for the development of platform capabilities for data-driven work and the use of AI.
• Lead and coordinate Proof of Concept (POC) projects to evaluate technical capability.
• Be an active collaboration partner to the IT department in matters concerning architecture, platform, and management.
• Contribute to the development of working methods, approaches, and common principles within the data and analytical support service area as well as AI.

Qualifications

We are looking for someone who:

• Has experience in formulating strategic target visions related to digital development and can move between a holistic perspective and technical details.
• Has deep technical understanding of data architecture, analytics platforms, or AI.
• Has experience working with modern data and AI platforms.
• Has the ability to collaborate and build trust in complex environments.
• Has relevant post-secondary education, for example in computer science, computer engineering, or AI/machine learning.

It is meritorious if you:

• Have worked with data-driven development in larger organizations.
• Have experience in developing principles for hybrid strategies.
• Have experience working in the intersection between operations, governance, legal/data security, and technology.
