We are looking for an experienced consultant for the role of Change Leader and Implementation Expert for Railway Capacity Planning at Trafikverket (Swedish Transport Administration).

This is a consulting assignment based in Stockholm. The position is full-time equivalent, but the assignment covers 50% (approximately 850 hours per year). The location is in Solna, with the possibility of remote work up to 40% upon agreement.

The assignment involves close collaboration with the client, which places high demands on flexibility and teamwork.

About the Assignment

You will work within Trafikverket's strategic business development project, MPK Vidareutveckling. The purpose of the project is to develop and improve railway capacity planning through modern working methods and IT solutions.

As the Change Leader and Implementation Expert, you will:

  • Lead and coordinate the implementation of new working methods and system support.
  • Drive requirement setting towards external suppliers.
  • Ensure planning data for verification and testing.
  • Act as a key link between the project and operations, working closely with both internal and external stakeholders.

The role requires extensive experience in change leadership, a good understanding of the railway industry and the train planning process, as well as the ability to work both strategically and operationally. It is a role with significant personal responsibility that offers the opportunity to contribute to one of Trafikverket's most important development projects.

Requirements (Mandatory)

To qualify for this position, the following are required:

  • Fluency in Swedish, both spoken and written.
  • A university degree of at least 180 credits (120p) in a relevant field. Trafikverket assesses what is considered relevant.
  • At least three years (36 months) of experience in implementing processes, working methods, and system support within railway capacity planning.
  • High generalist competence, or very high competence and good knowledge of how the railway industry functions and how the train planning process is structured. The above two competence requirements are verified by one to two (1–2) reference assignments totaling at least 3000 hours.
  • At least five years (60 months) of experience driving change work within train status services or another area within planning or operational traffic with many stakeholders involved in the change work and the reception of the change.
  • At least five years (60 months) of experience as a project manager or senior line manager with documented results in implementing changes.
  • At least 1200 hours (equivalent to 1 year at 70% employment rate) leading work to analyze errors and secure requirements related to planning data from the MPK solution.
  • At least 1200 hours (equivalent to 1 year at 70% employment rate) working to analyze how the MPK solution affects train operators, how they consume data from the MPK solution, and conducting tests between the MPK solution and train operators.
  • The consultant must master both leading and communicating at a broader level, as well as working hands-on with details in the area.
  • Work experience from at least one (1) major consulting assignment within business and organizational development. "Major" is defined here as a budget over 350 million SEK and more than 50 project members.
