About the role and your responsibilities
As an HR Strategist specializing in labor law and occupational health and safety, you will both lead and support the work with the development and quality assurance of municipality-wide processes related to labor law and occupational health and safety. The Municipal Executive Board has the mandate to develop a functional and efficient administrative organization, and we are facing a period of development, efficiency improvements, and transition in our operations. Parts of the organization will require increased HR support in processes related to organizational changes, and you will play a central role in this work.
The assignment includes:
- being responsible for driving and maintaining processes regarding development, efficiency, and transition
- participating in various projects and processes at both strategic and operational levels
- providing training within the area
- being active in joint development efforts
Our approach within the department and in the municipality is that we succeed with the whole through collaboration. Therefore, the assignment may be broadened depending on your experience, competencies, and our needs.
We are looking for you
You have several years of experience in both strategic and operational work within labor law and occupational health and safety, preferably at an overarching level within the public sector or a larger organization. You have good negotiation skills and a focus on finding solutions while working to create and maintain good relationships with business representatives and trade union representatives.
To succeed in the role, you need experience in leading organizational changes and supporting businesses in their work. You should have an understanding of the entire process related to organizational changes, meaning you have a strategic holistic mindset and can facilitate operational work.
We envision that you fundamentally have a broad generalist competence within the HR field. Your formal educational background is from a university/college, for example, an HR program, or alternatively, another academic degree combined with relevant experience for the assignment. Education in project management is an advantage.
The assignment requires personal maturity and integrity combined with practical experience in leading and driving development assignments and change processes. You work at both a strategic and operational level and therefore have no difficulty adapting your work to the nature of the task. Your ability to collaborate and cooperate is very good, and you take initiative and can drive your issues forward in a goal-oriented and independent manner. You have the ability to prioritize and adapt your assignment based on the needs of the business.
You express yourself very well in Swedish, both orally and in writing. You are comfortable speaking in front of a larger group and have the ability to adapt communication based on the target audience.

About the workplace
You belong to the Municipality Office's unit for HR development and strategic support, which is responsible for the municipality's common HR issues. Here, about twenty employees work together, possessing a wide variety of competencies in areas such as labor law, occupational health and safety, competence supply, and follow-up. You will also have close collaboration with managers and HR employees within all departments and with trade union representatives.
Around 400 employees work in strategic functions at the Municipality Office. Together, we ensure that the municipality is an efficient and modern organization. Currently, we are on an exciting development journey with the goal of functioning as a motor in the development of the entire organization, where we take responsibility for the whole and put the citizens' best interests in focus.
