The County Administrative Board is an important coordinating link at the interface between the state, region, municipality, business life, and individuals. The County Administrative Board works to ensure that national goals are implemented in the county, while taking regional conditions and prerequisites into account. This includes balancing important public interests and resolving goal conflicts. The County Administrative Board has a broad and multifaceted mandate regarding both tasks and subject areas. The agency's main tasks include permit assessment, supervision, knowledge dissemination, and coordination within many societal areas. Approximately 230 people work here, and our head is the County Governor.

Description

The position of Economist is located at the Economics Unit, which is part of the Business Support Department at the County Administrative Board of Värmland.

Business Support also includes Information Management and HR, Communication, and Internal Service. The Economics Unit works with economic processes such as accounting, annual reporting, and procurement.

Responsibilities

As an Economist, you will have the opportunity to work with economic support for the operations and assist with other standard tasks within an economics unit.

Your responsibilities include:

• assisting budget holders with support during purchasing and requisitions
• contract management and follow-up
• working with strategic, sustainable purchasing and efficient resource utilization
• administration and organization of contracts
• e-commerce
• working with requisitions from state contracts, service and maintenance contracts, and other joint purchases
• developing internal buyer competence, informing about contracts and ordering procedures
• participating in direct procurements

You are expected to participate in various types of development projects within the operational area, sometimes within the agency and sometimes in national contexts.

Qualifications

We are looking for you who have post-secondary education in economics or other education that the employer deems equivalent. You have knowledge of and experience in purchasing, negotiation techniques, contract follow-up, contracts, and digital purchasing. You are accustomed to working independently and take responsibility for the results of your work and that set goals are achieved.

You are meticulous and quality-conscious and accustomed to working against deadlines. You have good analytical skills while collaborating well with others and possessing good communication skills both orally and in writing. The position involves close collaboration with managers and employees within the agency. Therefore, a consultative approach, good teamwork skills, the ability to build good relationships, and a sense of service and accessibility are important.

Conditions

We use a six-month probationary period.

Swedish citizenship is a requirement as the employment involves placement in a security classification. A requirement for employment is a passed security investigation with register check. The security investigation will be conducted in accordance with provisions in the Security Protection Act.

The position involves placement in the agency's crisis and war organization.
