We are now looking for an HR Specialist for the Employment and Social Services Administration, as one of our colleagues plans to retire at the turn of 2026/2027. You will become part of the Personnel Unit, which is located within the administration's support staff and has close collaboration with both managers and operations.

The HR function's task is to guide, support, and develop the administration's managers and employees from an HR perspective and in line with their important societal mission. We actively work with trust-building leadership and employee engagement, where responsibility, dialogue, and professional judgment are central components. Still curious? Welcome!

The administration has approximately 650 employees and operates within complex and socially vital activities – which places high demands on present, wise, and sustainable HR support.

Responsibilities

As an HR Specialist with us, you are an important partner in the administration's work. You work closely with the managers and act as a support, advisor, and sounding board for both strategic and operational HR issues.

Your assignment includes working with the full range of HR issues, such as working environment, labor law, and contract matters, competence development, rehabilitation, recruitment, and induction, as well as various forms of system support. An important part of the work is to contribute to well-functioning collaboration processes where HR's role is to create frameworks, support professional judgment, and contribute to development.

A particularly interesting part of the role is the opportunity to combine close, operational manager support with a more long-term and strategic perspective. You are given room to contribute to and drive administration-wide development work within one or more of the HR function's areas of responsibility, in interaction with the operations' needs and the administration's strategic direction.

The HR function works closely together and is characterized by helpfulness, knowledge sharing, and a shared sense of responsibility. Together, we ensure professional and uniform HR support.

Qualifications

We look forward to a new colleague with an academic degree in Personnel and Organization or another area that the employer deems relevant. A few years of experience working in an HR department, preferably within public administration, is desirable as it will facilitate your role. Many of our HR processes are carried out using digital solutions, which means that high digital competence is also a prerequisite for success as an HR Specialist with us.

You fit into our team if you have good communication skills and contribute to a positive and non-hierarchical work environment. We value humor, engagement, and future focus, as well as the ability to build trust in meetings with managers and colleagues, even in complex or challenging issues. The ability to listen, create understanding, and find sustainable solutions together with others is seen by us as a natural part of your HR assignment.

Other Information

The Employment and Social Services Administration provides support to vulnerable children, families, and persons with mental disabilities. Our approximately 700 employees work with addiction care, financial assistance, budget and debt counseling, and family law issues. Our task is also to counteract unemployment and manage permits and supervision for alcohol and tobacco.
