Head of Education Department – Östra Göinge Municipality

About the Role
The Education Department is the municipality's largest area, with approximately 470 employees. As the Head of the Education Department, you have overall responsibility for leading, developing, and ensuring the quality of operations within primary and secondary schools, voluntary school forms, administration, and coordination.
You work closely with division managers, the school director, the administrative director, and principals – a total of 11 direct reporting managers – and lead the operations through them. Your assignment is primarily strategic, involving translating laws, policy documents, and political goals into concrete value for our students.
Östra Göinge Municipality has high ambitions for the development of schools. One of our most important goals is to achieve an average grade point average of 230 in year 9 by 2030. You will be a key figure in this work.
As Head of the Education Department, you are part of the municipal administration's management group and report directly to the Municipal Director. You are an important ambassador for the municipality and work according to the "Göingemodellen" (Göinge Model).
Responsibilities
Your main areas of responsibility include:
- You lead and develop the Education Department in accordance with laws, policy documents, and political goals. In this role, you ensure systematic quality work covering planning, follow-up, analysis, and measures.
- You support and develop your subordinate managers in their leadership and assignments, while driving strategic development work focused on results and quality.
- You create good conditions for collaboration both internally and externally, while holding ultimate responsibility for personnel, budget, and the work environment.
- You actively contribute to the municipality's management group.
Qualifications
We are looking for you who are a trained teacher and have completed a principal's education program. You have several years of experience in leadership within schools and are accustomed to leading qualified change processes. You have a good understanding of how a politically governed organization functions and work strategically, analytically, and result-oriented.
As a leader, you are relational and communicative, with high personal maturity and integrity. You have the ability to break down overarching goals into clear and anchored activities for operations and employees. You are confident in leading other managers and create results through your leadership.
Furthermore, you have good collaboration skills and contribute to engagement and development within the organization. You are proficient in IT and have an interest in digitalization within municipal operations, expressing yourself very well in Swedish, both orally and in writing.
Additional leadership training and knowledge of languages other than Swedish are meritorious. We place great emphasis on personal qualities. You are a team player with a coaching leadership style, clear communication, and the ability to make and implement decisions. You work systematically, create structure, and drive development towards set goals.
A certificate of good conduct (extract from the police record) is required prior to employment.
