About the Role
We are looking for two Procurement Consultants, one within construction and one within IT/technology, for a government agency.
You will have overall responsibility for the procurement process, driving procurements and call-offs from framework agreements from needs analysis to final contract. The work involves preparing procurement documents, handling advertising and inquiries during the tender period, and conducting bid evaluations.
You are also responsible for evaluation models, documentation, post-tendering, and preparations for contract management. Throughout the process, you ensure quality and provide support and advice to the business.
Please note that the agency conducts security-classified operations, which means the assignment cannot begin until background checks and registry checks for the final candidate have been completed and approved.
Assignment Period and Scope:
The Procurement Consultant positions are full-time consultancy assignments starting 2026-09-01 and expected to run until 2027-03-01, with the possibility of extension thereafter.
Requirements for both roles:
- University education in law, economics, or equivalent, and at least three (3) years of work experience from similar work. Alternatively, vocational higher education as a purchaser/procurement specialist or equivalent, and at least three (3) years of work experience from similar work.
- Good knowledge of LOU/LUF (Swedish Public Procurement Act).
- Experience working with procurement tools such as Mercell TendSign.
- Good knowledge of MS Office or equivalent.
- Ability to communicate fluently in Swedish and English, both orally and in writing.
- Good knowledge of procurement legislation, its application, and current practice.
- Good theoretical knowledge of procedures and working methods regarding procurement.
- Good knowledge of environmental requirements in procurement.
- At least five (5) years of experience primarily (at least 75% of a full-time position) working with and being responsible for the entire procurement process in the public sector.
- Experience in leading and driving projects and taking overall responsibility.
- Post-secondary education, at least one (1) year, with a focus on, for example, procurement, purchasing, economics, law, or another relevant focus.

About You
We are looking for you who work in a structured manner with a clear strategic methodology in procurement assignments. You are communicative, service-oriented, and pedagogical, with the ability to adapt your message to different target groups, both orally and in writing.
You are independent, take overall responsibility, and can lead a group. Furthermore, you are results-oriented, collaborate well with others, and ensure that you deliver according to agreement on time.
