The position is located within the Executive Committee Administration. Responsibilities
As a Category Manager for Construction Procurement at the Finance Office within the Executive Committee Administration, you are responsible for project managing, coordinating, planning, and executing procurement projects in collaboration with relevant departments. The role involves many contact points, both internally with the municipality's administrations and companies, and externally with suppliers. Your task is to ensure that procurements are conducted professionally, business-like, and in accordance with applicable laws, regulations, policies, and practice. Here you also have the opportunity to contribute to development with a focus on business efficiency. The assignment is independent and varied, and all development work is done together with your colleagues. Our ambition is to be at the forefront with the keywords forward-looking spirit and courage.
Main Responsibilities
- Develop and implement category plans and overarching procurement strategies.
- Plan and analyze procurement needs.
- Project manage cross-functional teams.
- Conduct procurement according to the Public Procurement Act (LOU).
- Negotiation.
- Supplier development.
- Contract management and follow-up.
Qualifications
You are driven by creating business value and proactively identify and develop opportunities within the procurement area. You work systematically through the entire procurement process and turn analyses into well-founded, feasible solutions. With a clear focus on results, you plan, prioritize, and follow up on your work to ensure quality and progress.
You thrive in collaboration with others and contribute to a good work climate by being receptive, engaged, and solution-oriented. You are comfortable participating in and leading various forums, and are accustomed to presenting materials, information, and ideas both orally and in writing. In cross-functional teams, you handle challenges constructively by weighing different perspectives and finding effective solutions that move the business forward.
We are looking for someone who has
- A university-level education or university college degree in procurement, law, or other education deemed equivalent by the employer.
- At least 5 years of experience in construction procurement.
- Experience in driving complex projects.
- Experience with qualitative evaluation models, partnering, and negotiated procedures.
- Very good ability to communicate in speech and writing.
It is meritorious if you have
- Negotiation experience.
- Experience with category-driven working methods.

Salary: Monthly salary.
Employment type: Permanent position.
Duration: Permanent, start date: 2026-10-01. Start date according to agreement.
