Job Description
Do you want to drive quality and development work within one of the municipality's most important operational areas? We are looking for you who wish to contribute to modern, knowledge-based care and social services through structures, analysis, and strategic development work.
You will become part of Health and Care, a department with approximately 400 employees distributed across elderly care, disability support, as well as preventive and resource services. Here, you will be part of the operational area manager's leadership group together with department managers, SAS (Senior Social Workers), and MAS (Senior Medical Staff). Recruitment for MAR (Medical Assistant/Responsible Nurse) is currently ongoing.
As a Development Manager, you are responsible for systematic quality work according to SOSFS 2011:9 and you lead development processes within the operational area. You work with goal- and result-based management, statistics, analyses, environmental scanning, and digitalization. You coordinate planning documents, state grants, survey work, and the annual operational report. The role involves close collaboration with managers.
Qualifications
We are looking for you who have a relevant university degree in social work, health and medical care, or other education that the employer deems equivalent. You express yourself fluently in Swedish, both orally and in writing, and are proficient in the Office package and digital tools, ensuring your work is characterized by structure, quality, and clear communication.
You have experience in systematic quality work, operational development, and operational management, and have led development work and mentored managers or employees. You are accustomed to working with analysis, statistics, and result-based management. Good knowledge of municipal care and social services operations is an advantage, as is the ability to handle several parallel processes simultaneously.
It is meritorious if you have experience in project management, work in Excel and Stratsys, and if you have worked in a politically governed organization. Experience collaborating with leadership groups at different levels is seen as a great asset, as the role involves close dialogue and coordination.

- A valid Class B driver's license is required for the position.
- This position offers the possibility of some remote work.
- Travel within the scope of work may occur.
- A certificate of good conduct (extract from the criminal record) must be presented before employment becomes active.
- Interviews are scheduled for the morning of 2026-08-17 or the afternoon of 2026-08-18.
- Employment type: Permanent position.
- Duration: Permanent, start date: To be agreed upon.
- Working hours: Daytime, Monday - Friday.
