Assignment Description:

The assignment is divided into two closely related projects.

Project 1: The client is conducting a national procurement of financial systems by establishing a Dynamic Purchasing System (DPS). This DPS for financial systems can be used by municipalities, regions, and their companies. The client wishes to complement the team with competence and experience in leading national procurements where all municipalities and regions are customers, combined with experience of the market for financial system suppliers, which is what is sought from the consultant in this assignment.

Project 2: The client is driving the project "Standardization for operational systems for social services." The project aims to create increased understanding between municipalities and the supplier market regarding operational systems within social services, as well as contribute to increased standardization of these systems and procurements. In the project, requirement annexes and contract documents will be developed to be used by municipalities in their procurements.

The assignments are closely linked, and the requirements, contract documents, and guidelines developed should be as similar as possible between the projects – hence the desire for one and the same consultant as a resource for both projects. The assignments require expertise and knowledge in, among other things, procurement/LOU, national procurements for municipalities and regions, DPS, and the market for financial systems as well as operational systems for social services. Furthermore, the assignment requires investigative, strategic, and analytical ability, project management skills, and some technical competence.

Scope

The client needs a consultant for a total of 40–60% of a full-time position to drive the national procurement of financial systems together with the procurement team, and to assist the project Standardization of operational systems for social services.

Main Responsibilities:

  • Lead the national procurement of financial systems (establishing a DPS) together with the procurement team, including: Investigating the needs picture, conducting supplier dialogues, making strategic choices for the procurement, developing requirement and contract documents and support material, and collaborating with municipalities that are to procure via the DPS.
  • Assist in the Handslag initiative Standardization of operational systems for social services. The tasks primarily consist of finalizing contract annexes/templates to support procuring municipalities, which includes meetings with suppliers and municipalities, handling remits, and managing responses to remits.
  • Assist project management in procurement matters, and as needed participate in meetings and seminars with procurement-proximate municipalities.
  • As needed, complement and adjust guidelines regarding procurement, as well as formulate requirements for the national requirement library existing for the area.

Timeline

The contract is for the execution of the assignment approx. 40–60% of a full-time position per month, with a preliminary start date of 2026-07-01 at the latest until 2027-04-30. The Procurement Center estimates that the contract will run until April 30th. After 2026-12-31, the Procurement Center may terminate with 30 days' notice.

  • The client will agree monthly on the estimated scope for the coming period together with the consultant.
  • The client has the opportunity to control the percentage of scope from month to month.
  • During the contract period, the parties will continuously dialogue regarding the planning and execution of planned tasks to collaborate in the best possible way.

Must-haves:

  1. The offered consultant must have experience of national procurement (where all municipalities and regions constitute direct customers) of framework agreements or DPS for at least one digital service.
  2. The offered consultant must have experience of at least one procurement (incl. requirement setting) of financial systems.
  3. The offered consultant must have experience of at least one procurement (incl. requirement setting) of operational systems for social services.

Desirable:

The following other experiences and competencies add value to this procurement:

  1. Project management experience.
  2. Experience of establishing a national DPS for a digital service/digital services (i.e., where both municipalities, regions, and their companies are customers).
  3. Experience and very good knowledge of procurement of operational systems for social services, including requirement setting, technical and legal aspects, and evaluation issues.
  4. Experience and very good knowledge of procurement of financial systems, including requirement setting, technical aspects, and evaluation issues.
  5. Experience and very good knowledge of various requirement-setting techniques (functional requirements, etc.) in the procurement of digital services, as well as what is important to consider when designing, delimiting, and packaging a DPS.
  6. Very good experience of LOU through previous procurements, experience of investigating the needs picture among municipalities and regions, conducting supplier dialogues, creating and collaborating with reference groups, creating and collaborating with a steering group consisting of suitable decision-makers among municipalities and regions.

  • Location: The assignment must be possible to perform on-site at SKR's/Adda's premises in Stockholm in combination with remote work (if desired).
  • Working Hours/Scope: Approx. 40–60% of a full-time position per month.
