Unit for Security and Preparedness (ESB)

ESB is a unit led by the agency's Security Chief. ESB is a governing and supporting function that works within several different areas, such as information security, physical security, security protection, and total defense. The overall mission is to ensure that the Swedish Transport Authority's assets receive the necessary protection and to ensure crisis management capabilities and planning for heightened readiness. In short, ESB focuses heavily on supporting management, managers, and employees with strategies, guidelines, routines, training, and advice. The unit consists of 15 people, and the position is part of a section working with preparedness, civil defense, and continuity.

The Swedish Transport Authority is a preparedness agency responsible for accessibility, navigability, and safety at sea – 24/7, year-round. Nine out of ten goods and raw materials to and from Sweden travel via sea routes at some point. Our operations are therefore an important part of Sweden's infrastructure and total defense. The position is located in Norrköping, with some possibility of remote work and travel.

Responsibilities

We are in a period of strong development regarding central preparedness work. As an agency responsible for several vital societal deliveries, the continued work on preparing for heightened readiness is both interesting and challenging. Your experience and competence will be crucial for building our capabilities, and you will have good conditions for personal development. In addition to colleagues in the section, you will also work together with other preparedness resources located in our operational activities and other support functions. The role involves independently contacting relevant actors within the area.

In the role of Preparedness Officer, you will:

  • Support the agency's preparedness planning.
  • Be responsible for steering and monitoring the agency's continuity work.
  • Be responsible for conducting agency-wide risk and vulnerability analyses (RSA).
  • Participate in planning, implementation, and follow-up of development work within the preparedness area.
  • Conduct training and exercises for staff, and represent ESB in internal and external forums.
  • Be responsible for conducting agency-wide capability assessments.
  • Participate in the agency's crisis and war leadership functions as needed.

Depending on your competence, other tasks may be added.

Who are you?

For the position, you are required to have:

  • Relevant university or college education, preferably with a focus on crisis preparedness, risk management, societal security, security protection, social sciences, or political science. Alternatively, you have other education and experience that we assess as equivalent.
  • Experience working with preparedness issues.
  • Good knowledge of both Swedish and English, in speech and writing.

The following are meritorious:

  • Recent experience working with crisis preparedness and preparedness planning within the public sector.
  • Experience from operational and strategic tasks where you have worked with training, exercises, developing analyses and methods, and implementing changes within total defense.
  • Experience with continuity work and risk and vulnerability analysis (RSA).
  • Valid driver's license for a passenger car.

How and when?

This recruitment is for a permanent position expected to be filled as soon as possible.

The Swedish Transport Authority may apply a six-month probationary period.

The position may involve wartime placement at the Swedish Transport Authority.

Individual salary setting applies for this position.

The position may require Swedish citizenship. Security screening with register check may be conducted before an employment offer is made.
