You step into a key role at a government agency with extensive IT development and many parallel initiatives. Here, you will help drive the shift from traditional management to a more value- and outcome-based way of working, where priorities are clearly linked to strategic goals and business value.

As a Portfolio Manager, you create structure, transparency, and momentum in a portfolio that may include new development, further development, maintenance, and technical debt. You work closely with portfolio owners, business units, project and team leaders, as well as governing forums to facilitate well-founded decision-making. This role suits you if you thrive in complex environments, can hold the big picture together, and want to influence how a large organization truly manages its development.

• You plan, structure, and steer the portfolio's development efforts based on goals, value, and impact.
• You prepare decision support materials and present alternative paths to make prioritization easier.
• You facilitate portfolio forums and create conditions for joint, well-founded decisions.
• You drive the shift from detailed planning and time-tracking focus to a working method with greater emphasis on business value and long-term effects.
• You ensure a clear link between strategic goals and deliverables, while enabling rapid reprioritization when needs change.
• You simplify governance and reduce unnecessary follow-up to free up time for value-creating work.
• You strengthen the collaboration between business and IT and contribute to clearer leadership within projects and teams.

• You have excellent knowledge and professional experience working in a leadership role within a complex organization.
• You have excellent knowledge and professional experience working with multiple collaborating development teams.
• You have excellent knowledge and professional experience working at the intersection of business and IT.
• You have excellent knowledge and professional experience leading in an agile organization.
• You have very good knowledge of agile frameworks and how they are applied in practice.
• You communicate clearly and trustworthily and have the ability to create direction and consensus among different stakeholders.
• You work fluently in Swedish, both orally and in writing.

• Experience in a leadership role within the public sector or a regulated environment.
• Experience implementing agile ways of working in both business and development.
• Experience in portfolio management within a complex organization.
• Experience driving business change.
• Experience from organizations with large-scale agile development involving multiple teams.
