The County Administrative Board of Skåne is a state authority at the regional level responsible for state administration in the county. We work to ensure that national goals are implemented in the county based on regional conditions. Within our assignments, we work with advisory services, permits and supervision, plans and strategies. We manage natural areas and distribute financial support. We collaborate with actors throughout the county.

We have approximately 600 employees and offices in Malmö and Kristianstad.

Description

Do you want to work with preparedness issues and ensure that residents can be offered a safe and secure Skåne?

We are looking for a Preparedness Case Officer with a focus on training and exercise matters for the Unit for Civil Protection and Crisis Preparedness at the County Administrative Board's office in Malmö. The position is permanent with immediate effect according to agreement. We apply a six-month probationary period.

Responsibilities

In the role, you drive and coordinate the planning, implementation, and evaluation of training and exercises within the department's area of operations, both internally and in collaboration with actors in the county. You have experience in identifying exercise and training needs and translating these into actual capability.

You will play a central role in the development of our work with crisis preparedness and civil defense, where training and exercise are a crucial piece of the puzzle.

As an employee of the preparedness department, you are part of the County Administrative Board's crisis and war organizations. This means that in the event of a peacetime societal disruption or war, you may need to serve at times other than regular office hours. It may become relevant to act as a standby official as a concurrent duty, which implies scheduled standby for approximately seven weeks per year. You are war-placed at the County Administrative Board.

We operate in a changing environment where new assignments are added while legislation and regulations develop. This means that the content and scope of the assignment may change over time, requiring flexibility and the ability to adapt to new conditions.

Qualifications

We require a relevant university degree or other post-secondary education that the employer, together with experience, assesses as equivalent. You have, for example, education and/or experience in one of the areas of crisis preparedness and civil defense with an actor having geographical area responsibility, rescue services, order and security, or military work, or from any of the other preparedness sectors focusing on operational activities related to peacetime crises and/or heightened readiness and ultimate war.

Additionally, you must have:

  • Experience in planning, implementing, and evaluating training and exercises from exercise-intensive operations with assignments within crisis preparedness and civil defense
  • Pedagogical ability and practical experience from having conducted training and exercise initiatives with many participants
  • Experience in evaluating the handling of incidents, accidents, or other societal disruptions
  • Knowledge of project management and the ability to lead processes individually and together with others from start to finish
  • Category B driver's license
  • Swedish citizenship

It is meritorious if you have experience of:

  • Work within a preparedness authority
  • Work within crisis preparedness or civil defense in public administration, preferably in a leading or coordinating role
  • Case processing with regard to public access and confidentiality
  • Cooperation and collaboration with various actors in society
  • Work with issues related to heightened readiness and war
  • Crisis management and staff work

The work involves contact with collaboration partners and requires that you have a good ability to express yourself well in speech and writing. The work requires that you can tackle complex problems and work in a driving and structured manner. You are creative and have an interest in developing ideas into practical results. It is a given that you enjoy working for a safer society and that you have good judgment and a high level of safety awareness. You enjoy building and maintaining relationships and being able to work with integrity.

Security Classification

The County Administrative Board has an important coordinating role in societal disruptions, and we place high demands on our employees' security and confidentiality awareness. Some positions are security classified and may also involve war placement at the authority, which means that a security investigation is conducted before a decision on employment is made. Sometimes Swedish citizenship is required in accordance with the Security Protection Act (2018:585).
