Länsstyrelsen Skåne (the County Administrative Board of Skåne) is a state authority at the regional level responsible for state administration in the county. We work to ensure that national goals are implemented in the region based on regional conditions. Within our assignments, we work with advisory services, permits and supervision, plans and strategies. We manage nature areas and distribute financial support. We collaborate with actors throughout the county.

We have approximately 600 employees and offices in Malmö and Kristianstad.

Description
We are looking for two preparedness case officers for the unit for supply and capacity planning. The workplace will be at our office in Malmö. The employment is permanent, with a six-month probationary period. Start date as soon as possible according to agreement.

The unit is one of the County Administrative Board's preparedness units with assignments within crisis preparedness and civil defence. We have assignments within regional planning for civil defence, supply preparedness, and public-private collaboration, as well as analysis activities within the department's areas of responsibility. The work is also carried out externally with actors in business, municipalities, the Swedish Armed Forces, the Swedish Civil Contingencies Agency (MSB), and other preparedness authorities.

In light of the deteriorating security situation in Sweden and the surrounding area, the total defence is undergoing strong development. The County Administrative Board, as the highest regional total defence authority, plays a crucial role in this work. There is now an opportunity to contribute to this journey of change and development.

Responsibilities
We are looking for you who want to contribute to the work on crisis preparedness and civil defence in Skåne. The roles are generalist within preparedness, but for one of you, parts of the responsibilities will be specifically directed towards work within energy preparedness. A generalist, for us, is someone who has a broad scope within the area or is skilled at quickly acquiring knowledge and understanding processes or concepts, and is quick to translate this into practical utility for the unit's operations. Both roles encompass a broad range of tasks within the framework of the unit's and department's work within civil preparedness.

As an employee, you will also be involved in developing strategies and preparedness plans, responding to inquiries within the subject area, and building networks. You will process and project manage various types of work, dealing with socially vital activities. For those with a profile towards energy preparedness, responsibilities will also include, for example, planning the prioritization of electricity during power shortages (the board process) and extensive collaboration with the County Administrative Board's Climate and Energy Unit. You may also become involved in further developing the authority's crisis management and war organization.

The operations are in a changing environment where new assignments are added while legislation and regulations are developed. This means that both the content and scope of the assignment may change over time, requiring flexibility and the ability to adapt to new conditions.

You will be part of the crisis management and war organization, which means that in the event of peacetime societal disruption or war, you may need to serve at times other than regular office hours. It may also become relevant to act as TiB (Temporary Preparedness) as a secondary task, which implies scheduled preparedness for approximately seven weeks per year. In connection with the employment, you will be war-placed at the County Administrative Board.

Qualifications

We are looking for you who have:

  • A relevant academic degree or other education we consider equivalent, as well as experience working within crisis preparedness and civil defence.
  • Experience of analysis or investigation work from public administration.
  • Very good ability to express yourself in speech and writing in Swedish.
  • Good ability to express yourself in speech and writing in English.
  • Experience working digitally, preferably with support from generative AI, and good knowledge of the Office suite.
  • Swedish citizenship and a B driving license.

It is meritorious if you have experience of:

  • Work within energy preparedness.
  • Work within a preparedness authority.
  • Work within security, crisis preparedness, and civil defence in public administration, municipal, or state-owned companies with related assignments.
  • Project management or leading processes.
  • Case handling with regard to public access and confidentiality.
  • Collaboration/cooperation with various actors in society.

Great importance is attached to your personal qualities. To thrive and succeed in the role, you need to be structured with the ability to handle large amounts of information and see connections in complex issues. You should be able to handle uncertainty and a dynamic operation, while also being able to collaborate and build good relationships with internal and external contacts. The role also requires a good ability to work independently within given frameworks, to prioritize effectively, and to work under time pressure.

Security Classification
The County Administrative Board has an important coordinating role in societal disruptions, and we place high demands on our employees' security and confidentiality awareness. Some of our positions are security classified and may also involve war placement at the authority, which means that a security check must be conducted before a decision on employment is made. In some cases, Swedish citizenship is required in accordance with the Security Protection Act (2018:585).
