The County Administrative Board is an expert authority in areas such as nature and environment, societal planning, and rural affairs. We are directly subordinate to the Government and act as a link between people, municipalities, regions, and various authorities. We work to ensure that national goals are implemented in the county. We do this by taking a holistic approach to our regulatory activities, disseminating knowledge, and coordinating and developing various substantive issues. The HR and Communications Unit belongs to the Department for Business Control and Support. The unit supports the County Board leadership and managers and is responsible for the authority's employer policy, HR processes, and communication work.

We are now looking for an experienced HR Developer who, during a parental leave, can strengthen the HR function and contribute with qualified management and employer support, primarily within payroll, labor law, payroll revision, wage mapping, and wage transparency. The assignment also involves HR partner support to managers within the Societal Planning Department.

Job Responsibilities

In this role, you work close to the operations providing qualified HR support to managers and leadership. Your responsibilities include, among other things:

  • Providing support to managers in employer issues, labor law assessments, and the application of collective agreements.
  • Leading and quality-assuring work with payroll revision, wage formation, wage mapping, and wage transparency.
  • Contributing to MBL (Consultation Act) and cooperation issues, and producing clear decision and preparation materials.
  • Providing HR partner support to managers within the Societal Planning Department.
  • Participating in complex personnel cases, documentation, and employer representation handling where HR support is required. Develop working methods, templates, and support so that HR processes become legally secure, clear, and sustainable.

Qualifications and Profile

Requirements:

  • Relevant academic education in HR/personnel, labor law, law, behavioral science, or other education that the employer deems equivalent.
  • Several years of experience in qualified HR work at a strategic or consultative level.
  • Good knowledge of labor law, employer issues, and collectively agreed wage formation.
  • Experience in providing support to managers in complex personnel and employer issues.
  • Very good ability to express yourself clearly and correctly in Swedish, both orally and in writing.
  • Very good proficiency in Microsoft 365, especially Excel.

Merits:

  • Experience from the public sector or other public operations.
  • Experience with RALS/RALS-T, wage mapping, BESTA, wage transparency, or similar wage processes.
  • Experience with MBL, cooperation, union dialogue, and preparation of employer decisions.
  • Experience working in recruitment or HR systems, such as Varbi.

You are confident in the employer role, analytical, and structured. You can make trade-offs between regulations, the needs of the operations, and a long-term employer line. You have high integrity, good judgment, and the ability to formulate clear recommendations even in complex issues. You work independently but simultaneously build trust in dialogue with managers, colleagues, and union partners.

About the Position

The employment is a fixed-term full-time position. Start date is by agreement. The position covers a parental leave and is expected to last for approximately one year. Possibility for overlap for introduction and handover exists by agreement.

All positions at the County Administrative Board may be subject to security checks and military posting depending on the nature of the assignment.

The salary range for the current position is: 44,000–51,000 SEK/month.
