The Swedish Civil Contingencies Agency (MSB) is the leading, guiding, and coordinating authority in civil defense. We ensure that society is prepared for crisis, high alert, and war.

As an employee here, you will be part of the section working on civilian support to Ukraine. Here, you will contribute to strengthened cross-border resilience and increased joint capacity to effectively prevent, mitigate, and manage the consequences of risks, accidents, crises, and wars, together with other countries and organizations.
Your responsibilities and tasks
As a case officer with a focus on business development, you lead the work on developing the section's routines and processes. You work closely with the section management as well as project managers on development issues with the aim of supporting and developing the section's operations and efforts. You are expected to actively and with your own initiative identify needs for new processes and routines and develop these in consultation with the section management group but with a high degree of independence. For example, you will contribute to the section developing its digital work and serve as the section's focal point in system matters. Furthermore, you are responsible for the section's ongoing statistical work as well as development in this area. Depending on current needs, part of the work may involve administration related to the unit, the section, or specific operational projects. You are expected to support follow-up and communication work related to the Ukraine operations. Other tasks may also occur.
Your knowledge and competencies
We are looking for you who have:
- A relevant academic degree or working life experience that the employer considers equivalent.
- Experience in development/administrative work, for example, ensuring systematic, efficient, and uniform administrative routines and processes.
- Documented good knowledge of digital development issues as well as statistical work.
- Experience from public sector operations.
- Knowledge of and experience in working with diary management and archiving.
- Very good skills in expressing yourself orally and in writing in Swedish and English.
It is meritorious if you have:
- Experience of working in or with Ukraine.
- Experience in handling international aid efforts with knowledge of project logic and application processes for project funds.
- Knowledge of and experience in information classification.
- Experience of the Agency's operational activities and processes and routines in relation to this.

About the employment
We offer you a permanent full-time position starting with a probationary period.
Your place of work will be Karlstad or Stockholm, and travel during employment will occur.
The majority of our positions involve placement in a security class. Swedish citizenship is usually required. In the event of placement in a security class, a security investigation with register check will be conducted before employment according to Chapter 3 of the Security Protection Act. Most employees at the Swedish Civil Contingencies Agency are war-placed.
About us
The Agency has four operational sections and, on average, handles approximately 80 ongoing operations in about 30 countries through its operational activities. In the section for civilian support to Ukraine, we have approximately 20 employees, and we are located in both Karlstad and Stockholm. The section is responsible for coordinating and organizing the Agency's support to and cooperation with Ukraine, as well as representing the Agency within Team Sweden's Ukraine support. Furthermore, the section is responsible for facilitating and creating opportunities for the Agency and the Swedish preparedness system to capture lessons learned and experiences from Ukraine for the Swedish civil defense.
