Responsibilities

The position of Preparedness Coordinator is located within the Security Unit, which has a group-wide mandate. This means that in addition to supporting Arboga Municipality, you will also support the municipality's wholly owned companies and municipal associations.

The role plays a central part in the municipality's work to create a robust, safe, and secure community. Arboga is a garrison town, which makes the work particularly exciting, and there is a high ambition within the organization to develop further in this area. The main focus of the role concerns the municipality's work under the Act on Extraordinary Events (LEH) and the Act on Protection against Accidents (LSO).

Examples of tasks:

• Work with the municipality's Risk and Vulnerability Analysis (RSA).
• Support continuity planning in administrations and companies.
• Work with the organization's crisis structure and crisis management.
• Work with crisis plans and other governing documents within the organization.
• Participate in work regarding the municipality's plans for heightened preparedness and security protection.
• Plan and conduct training and exercises.
• Perform certain administrative tasks within the framework of preparedness and security work.
• Coordinate accident prevention work within the organization according to LSO.

As a Preparedness Coordinator, you will be part of the Security Unit, which belongs to the Municipal Executive Board Administration. The unit consists of four people and is led by the Municipality's Security Chief. The unit has the overall and strategic responsibility for the municipality's security and civil preparedness work. Within the unit, everyone has their main areas of focus, but to reduce vulnerability and utilize the unit's resources optimally, some tasks will be distributed outside these main areas. This may involve tasks within civil defense, systematic fire protection work (SBA), physical security, or threats and violence.

The unit's mission is to work strategically, guidance-oriented, and supportively so that the organization and its operations have the best possible conditions to meet the extensive and broad requirements in areas such as civil preparedness, internal security, security protection, and crime prevention. Working at the Security Unit therefore involves having many contacts both within the municipality and externally.

Qualifications

We are looking for you with a preparedness-oriented education at the university level, or alternatively, another education that, combined with your experience, is assessed as equivalent and relevant for the position.

The role requires that you have good proficiency in Swedish, both spoken and written, as you will produce written material and coordinate and lead various groups of people. It is meritorious if you have experience of similar assignments and good knowledge of society's crisis preparedness, total defense planning, and security protection.

We believe that as a person you have a structured and independent working style where you drive and develop your work forward, and you have the ability to translate overarching perspectives into practical action. You participate in and lead work groups, which requires that you feel comfortable in the role of leading and creating understanding in others. You need to have good pedagogical skills as planning and conducting training/exercises is a recurring task in your role.

For this position, great importance will be placed on personal qualities. Service and good treatment are keywords for you, and you are skilled at creating, developing, and maintaining good relationships with both internal and external parties.

The position is classified in a security class, and a security clearance including background check, a security clearance interview, and register check will be conducted before employment (Security Protection Act 2018:585). During the security clearance, you as a person, your background, and your relationships are investigated from a security protection perspective. Swedish citizenship is required. Approved security clearance is required for employment.
