About the RoleYou will step into a strategic role at a Swedish authority with a socially important mission regarding preparedness and continuity. Here, you will analyze how the IT department's governance, working methods, and delivery capability meet the organization's needs and the regulatory requirements placed on a preparedness authority.
The focus is on creating a clear picture of the current state, identifying gaps and risks, and turning the analysis into a prioritized action plan. You work at the intersection of operations, IT, information security, and governance, where you need to create alignment between specialists, responsible parties, and management. This role suits you if you thrive with complex issues, can switch between details and the big picture, and want to contribute to an assignment where the results have direct significance for robustness and future capability.

Responsibilities- You conduct a GAP analysis of the IT organization's current capabilities, governance, and delivery capability.
- You assess the current state against the target state based on operational needs, legal requirements, and other regulatory requirements.
- You analyze areas such as networks, server environment, storage, client platforms, cloud services, and technical integrations.
- You evaluate identity and access management, logging and monitoring, patch and vulnerability management, as well as backup, redundancy, RTO/RPO, and recovery tests.
- You review strategies, policies, processes, and technical vendor controls to identify deficiencies, risks, and areas for improvement.
- You interview operational managers, specialists, and other key personnel to capture needs and the current state.
- You facilitate workshops for needs analysis, prioritization, and anchoring.
- You produce a GAP report, a prioritized action plan, and presentations for various stakeholder groups and management.
- You inform and, if necessary, train employees in relevant requirement areas.
- At least three (3) years of documented work experience in conducting GAP analyses of public sector operations similar in size to the client's operations.
- Documented experience in interpreting and applying regulatory requirements within the public sector.
- Ability to create understanding between operations and IT by translating technical prerequisites into operational benefits and operational needs into technical requirements.
- Fluent Swedish in speech and writing.
- Good knowledge of English, both oral and written.
- The work experience you cite must be relevant and acquired within the last ten (10) years.
- Ability to undergo and pass a security clearance check (requires Swedish citizenship, dual citizenship is not accepted).
- You have conducted similar analysis or strategy assignments for a Swedish preparedness authority or an actor within emergency services or crisis preparedness during the last five (5) years.
- You have documented experience in practically evaluating or implementing MCF requirements in a government authority or other public sector operation.
- You have experience designing, evaluating, or specifying digital services from an all-hazards perspective, such as cyberattacks, physical sabotage, power outages, or extreme weather.
- You have experience evaluating the ability to deliver in emergency situations.
- You have worked as an advisor directly to authority management and can translate complex regulatory IT risks into strategic decision support for non-technical audiences.
