The Social Services Administration in Järfälla Municipality is facing a comprehensive and exciting transition – towards a more preventive, knowledge-based, and accessible social service that aligns with the municipality's vision, Järfälla – a place for everyone. We are now looking for a Development Director who wants to take overall responsibility for leading and driving this change together with us.

As Development Director, you will have a key role in the administration's strategic leadership, where you, together with colleagues in the administrative leadership, set the direction and ensure the practical implementation of our transition.

The Social Services Administration in Järfälla is responsible for elderly care, disability services, individual and family care (IFO), and labor market issues. We work with courage, trust, and participation – and we do it together.

RESPONSIBILITIES

Your assignment

As Development Director, you have a dual assignment – strategic and operational.

You:

  • Are part of the administrative leadership group and report directly to the Social Director
  • Lead and develop the administration's collective work within quality, development, and digitalization
  • Have managerial responsibility for:
  • Manager of the Quality and Development Unit
  • Manager of the Digitalization Unit
  • MAS and MAR
  • Business Controllers
  • IFO Strategist

At the same time, you play a central role as the process leader for the entire administration's transition related to the new Social Services Act and good and close care.

You are responsible for:

  • Driving and coordinating the administration's overarching development and change work
  • Leading the transition towards a more preventive, cohesive, and knowledge-based social service
  • Ensuring that development efforts are translated into operations and provide actual benefit for residents and employees
  • Creating structure for analysis, follow-up, and learning at the administration level
  • Leading strategic development initiatives and major change processes
  • Ensuring efficient and high-quality processes within the development area
  • Overseeing that cases submitted to the committee are of high quality, well-founded, and support political decisions
  • Strengthening collaboration internally and externally

The assignment requires that you can switch between setting direction at a high level and stepping in operationally to lead the process forward.

QUALIFICATIONS

We are looking for you who:

  • Have a relevant university degree, for example in social work or another education considered equivalent
  • Have broad and substantial experience from various areas of social services
  • Have several years of experience leading managers or qualified employees
  • Have documented experience driving major development or change projects in a complex organization
  • Have good knowledge of legislation, governance, and follow-up within the public sector
  • Are well-versed in the development of social services, including upcoming legislation and the transition to good and close care

It is an advantage if you:

  • Have experience working with preventive measures and knowledge-based practice
  • Have worked in close collaboration with the region or civil society
  • Have experience integrating digitalization into business development

  • Have the ability to lead change and create engagement in the organization
  • Are analytical and see connections between different operational areas
  • Have a strong holistic view and make decisions that benefit the entire organization

  • Are unpretentious and collaborate effectively across organizational boundaries
  • Lead through a trust-based approach

You are a leader who can both point out the direction and walk alongside in the implementation.
