The Health and Elder Care Administration in Borås Municipality works towards the goal of ensuring that both younger and older residents in need of care, support, and services, as well as healthcare and preventive health work, have a good life every day. The administration consists of over 2,600 employees, including about 80 managers, and is responsible for a net budget of 1.7 billion SEK.

About the Role

The financial function within the Health and Elder Care Administration consists of ten employees who work with, among other things, budgeting and budget follow-up, accounting, final accounts, resource allocation, procurement, premises coordination, and other common tasks.

As a Procurement Controller with us, you will have a developing and meaningful job where you have significant influence over the Health and Elder Care Administration's handling of procurement.

The position is based on Ramnåsgatan in Borås, with proximity to the city center, the scenic park area around Ramnasjön, as well as a station with bus and train connections.

Responsibilities

The role of Procurement Controller involves being the administration's specialist in procurement and purchasing matters, leading the administration's operations towards compliance with laws and efficient, sustainable procurement. The work will be done in close collaboration with administrators and managers.

You will be the administration's contact person within the city for procurement and purchasing matters, as well as our internal support for renewed competitive tenders and direct procurements, and spreading and anchoring agreements within the administration.

You will work on developing and securing our procurement process and training us in procurement and purchasing matters. You will actively work on improvement projects and internal control related to procurement. You are expected to work both independently and in collaboration with colleagues to produce materials for planning and follow-up of operations, as well as proposing measures and driving routine and operational development within your area of work. Contributing to and developing internal processes and working methods is part of the job.

We believe you want to handle tasks of varying complexity and content, as different types of administrative tasks may occur. You report to the Head of the Financial Function.

Qualifications

You who apply to us have post-secondary education in procurement/procurement or a university degree in economics, or other education that the employer considers equivalent. You have good knowledge of the Public Procurement Act (LoU) and regulations that apply when purchasing/ordering from framework agreements. It is an advantage if you have previously worked independently in the procurement and purchasing field and have experience working in public sector operations.

You possess the ability to convey information effectively both orally and in writing and adapt your communication based on the situation and recipient. You work with a listening ear and outward-looking in collaboration with relevant persons, and you therefore find it easy to collaborate with all types of personalities. To achieve common goals, you work efficiently and independently within the framework of your assignment.

You have a very good analytical ability and are accustomed to working with and prioritizing among several tasks simultaneously. You take great responsibility for your tasks, work systematically, and drive the work forward.
