Job Description
The administration's work with contracts when purchasing external healthcare is a prioritized issue, as it is important that this is handled correctly. The administration has made an investment to improve the quality of this work, with the concrete meaning being that the operational contract work with external healthcare providers has been concentrated to a group of employees who are specialized in contract issues. We now need to hire a new employee to this group who will have the opportunity to make a significant contribution to the administration's contract management and at the same time be part of an exciting development work.
Your primary tasks are to draw up and ensure the quality of contracts with external healthcare providers. This includes both drawing up the contracts as well as being responsible for them being signed and handled correctly based on administrative rules and routines. You will therefore familiarize yourself with the processes that apply when signing contracts and you need to keep up to date with the current framework agreements used by the administration. Before and during placements, you support the operations in interpreting contract terms correctly and facilitate a dialogue between the investigation operations, suppliers, and the municipalities of Skåne.
The group also collaborates with the officials in the administration who handle invoices and economy. The group also has close cooperation with the administrative lawyer and a newly established unit within the administration for procurement issues. The contract work mainly involves ordering from framework agreements but also carrying out direct procurements of healthcare providers in cases where this is necessary. As we are a relatively new group, there is also much to develop forward. You collaborate with your colleagues in the development work, both internally within the group and externally towards the operations and healthcare providers. Your tasks will therefore also include, for example, improvement work with processes and routines. It is important in the group to maintain high quality, provide support and service to the operations, but also to contribute to a high ceiling and support each other in the work.
Qualifications
Working as a case worker with a focus on contracts is a specialist position with a focus on a limited area. You who apply need to be interested in working with a few tasks that you become really good at. You will be one of IFO's (Individual and Family Care Department) experts on contract issues regarding external healthcare providers, and it is important that you enjoy building knowledge continuously.
We are looking for you who have at least a 3-year academic degree, preferably with a focus on public administration, e.g., political scientist, social worker, or lawyer. If you also have education in contract law and procurement, it is meritorious.
We would like you to have experience in drawing up contracts, interpreting contract terms, contract administration, and direct procurements. If you have worked within municipal operations or within social services, it is positive.
You have very good knowledge of the Swedish language, are accustomed to expressing yourself in writing, and work comfortably in Word, Excel, Outlook, and other Office programs. You need to have the ability to produce several standardized contracts in a short time, as well as to delve into individual deviating issues that need to be resolved. If you also have knowledge within social services, public access and secrecy, the Public Procurement Act, law, purchasing and contract law, as well as knowledge within the Social Services Act and administrative law, it will facilitate your work.
You need to be careful, systematic, quality-conscious, structured but also collaborative, non-hierarchical, flexible, and curious. You structure your daily work on your own but can also plan based on different priorities. You enjoy working in a group and see the tasks as a joint mission rather than individual processes.
About the Workplace
The contract group is a small, specialized group located in the Individual and Family Care Department. The group's employees have daily contact with each other and collaborate very much with each other. Therefore, great importance will be placed on personal suitability and that you who work together function well together. During the first month, you will start working with contract issues but at the same time, some time will be spent on internal introduction in the group.
