You will join an important assignment in a politically governed organization that has recently undergone a comprehensive reorganization. The focus is on conducting a neutral and systematic review of a communications unit to create a basis for sustainable decisions regarding working environment, working methods, organization, and resource allocation.

The assignment combines organizational and social working environment with business development in a complex environment where the deliverables have significant impact on citizens, businesses, and other societal actors. You will analyze how the unit meets expectations from both political leadership and operations, without evaluating individual performance. This is a role for you who wants to work close to business-critical issues and contribute recommendations that can have a clear impact.

• You plan and conduct a 360-degree review of the communications unit in dialogue with the client.
• You map goal achievement, efficiency, delivery capability, structure, and the degree of proactive communication work.
• You analyze organizational and social working environment, including workload, competence mix, resource allocation, team dynamics, and collaboration capabilities.
• You review organization and processes, such as roles, workflows, and planning.
• You conduct individual interviews with employees and key persons, including manager, safety representative, HR, elected representatives, and other relevant stakeholders.
• You synthesize insights from interviews and the current situation into a structured analysis of a complex communications assignment in a politically governed organization.
• You produce a written report with a clear methodology description, analysis, conclusions, and recommendations with different possible options for actions.

• Documented experience in mapping and analyzing organizational and social working environment. (Minimum 5 years of experience, used within the last 3 years)
• Experience in organizational and business development of municipal administration. (Minimum 10 years of experience, used within the last 3 years)
• Experience in analyzing municipal organization from a political logic perspective. (Minimum 10 years of experience, used within the last 3 years)
• Very good ability to quickly build trust and confidence in interview situations.
• Ability to analyze a complex communications assignment in a politically governed organization.
• Ability to deliver a written report with methodology, analysis, conclusions, and recommendations.
