The Digitalization and IT area consists of a total of 20 people. We are a cross-professional operation with competencies spanning IT and technology, digitalization, information security issues, and social services. We work on the digitalization of social services both within the Social Services Administration's operations, but also towards all district administrations in close cooperation with the Elderly Care Administration.

The role is part of the Unit for Social Systems, which consists of 11 employees and a unit manager. We are an experienced team with varying educational backgrounds, including social workers and business economists. The unit works on managing and developing the city's operational systems within social services in close collaboration with the operations.

We are now looking for a substitute as our current project manager will be on parental leave.

The City's Digitalization Work

We have pooled our resources in a common collaboration arena (portfolio) with five collaboration areas (objects) and a common hub (portfolio office). We work across organizational boundaries to reduce administration, share core competencies, and test innovative solutions that can be scaled up for the entire city.

Our five collaboration areas:

• Authority execution and provider documentation (here included Social Systems)
• Welfare technology
• Resident-centric services
• Data and analytical support
• Digital basic services and secure communication.

About Social Systems

Social Systems are the IT support that Stockholm City uses for documentation within social services, elderly care, and municipal health and medical care.

The Social Services Administration and the Elderly Care Administration, together with the City Executive Office, are responsible for the object organization. The task is to ensure that the systems function well in operations, prioritize and implement development based on decisions, handle user feedback, and contribute operational support.

Your role

You will lead projects aimed at developing new functionalities in the city's documentation system for social services. You will do this together with colleagues within the Social Services Administration, the Elderly Care Administration, the City Executive Office, and in close cooperation with the district administrations. During the development projects, which can vary in scope and complexity, you will also have close dialogue with the supplier.

Your main tasks include, among other things:

• Lead and drive the operational perspective from need to finished and operational functionality. Lead working and reference groups to define the needs of social services and, based on this, design digital working methods and create procurement documents.
• Review solution proposals and specifications, plan for testing during development, and follow up on deliveries.
• Continuously work with the collection, analysis, and assessment of needs and priorities regarding functional improvements.
• Act as support in the implementation of new working methods.

Your competence and experience

We are looking for you who have:

• A degree in social work or another university degree that we assess as equivalent.
• Experience of authority execution within the social services area of individual and family.
• Experience of project management or participation in complex projects.
• Experience of operational development.
• Good knowledge of Swedish, both spoken and written.

It is meritorious if you have:

• Education or experience in IT or digitalization.
• Work experience from Stockholm City.
• Experience working in Stockholm City's operational system for social services; Social Systems, Paraplysystemet.
• Leadership experience.
• Experience of supplier dialogue.
• Experience of working according to the steering and collaboration model pm3.
• Basic knowledge of service design.
