The County Administrative Board of Skåne is a state authority at the regional level responsible for state administration in the county. We work to ensure that national goals are implemented in the county based on regional conditions. Within our assignments, we work with advisory services, permits and supervision, plans and strategies. We manage natural areas and distribute financial support. We collaborate with actors throughout the county.

We have approximately 600 employees and have offices in Malmö and Kristianstad.

Description

The County Administrative Board is seeking two lawyers for supervision of measures against money laundering and terrorist financing for the Unit for Government Law within the Legal Department. Your workplace will be at our office in Malmö. The position is a permanent employment with a start date in September 2026. We apply a 6-month probationary period.

The Unit for Government Law currently consists of approximately 15 employees who, among other things, work with internal legal support, elections, and supervision according to the Money Laundering Act. Currently, six employees work with money laundering issues.

Responsibilities

The County Administrative Board has supervision over certain activities according to the Act (2017:630) on measures against money laundering and terrorist financing (the Money Laundering Act). The supervision has a risk-based starting point, and our interventions are prioritized and shaped based on risk analyses. The work involves planning and carrying out various supervisory measures in the form of desk controls and site visits. In this supervision, it is checked that operators have risk assessments and routines to prevent money laundering and terrorist financing in their own operations.

Another task is to inform operators and other interested parties about the money laundering regulations and the responsibility of the individual entrepreneur. The assignment also includes collaborating with other authorities and driving a coordinated work to streamline measures against money laundering and terrorist financing. This means that collaboration and cooperation with other county administrative boards and authorities are a natural part of the work, and you will have many contacts with companies, authorities, and other interested parties.

The supervision area of the County Administrative Board of Skåne covers all of southern Sweden, and cooperating authorities exist nationally, which means that travel may occur in your work. Work with EU regulations, directives, and guidelines occurs frequently.

Qualifications

The County Administrative Board strives to have employees with different characteristics, prerequisites, and life experiences. It is the interplay between the employees' differences and similarities that constitutes one of the County Administrative Board's success factors.

We are looking for you who have:

  • A Swedish Master of Laws degree (jur.kand.) or equivalent law degree (270 ECTS)
  • At least two years of current experience in qualified supervisory/investigative/case handling work at an authority or other public administration
  • Documented knowledge in administrative law
  • Very good knowledge of English
  • Category B driver's license
  • Swedish citizenship

It is meritorious if you have:

  • Experience of supervision, investigations, or case handling within the field of money laundering
  • Experience of independent decision-making within public operations

Since you will have many contacts with companies, authorities, and other interested parties, and it involves conducting training, it is important that you have a well-developed communicative ability and are accustomed to speaking in front of groups.

Together with your colleagues, you work towards common goals and drive the operations forward. It is therefore a prerequisite that you are good at collaborating. At the same time, you are focused, meticulous, and independent. You manage to work with a well-balanced trade-off between quality, time, and resource expenditure.

We are constantly working to become more efficient, and you are expected to actively participate in this work by contributing to operational development. You are expected to, together with your colleagues, drive legal development within the field forward.

Security Classification

The County Administrative Board has an important coordinating role in the event of societal disruptions, and therefore we place high demands on our employees' security and confidentiality awareness. Some of our positions are security classified and may also involve war-time placement at the authority, which means that a security check needs to be conducted before a decision on employment is made. In some cases, Swedish citizenship is required in accordance with the Security Protection Act (2018:585).
