Do you want to work on an investigation where law, cultural policy, public governance, and fundamental issues regarding freedom of speech meet? Here, you will tackle a complex and current issue in a municipal operation that wishes to continue its work as a literary sanctuary, but simultaneously needs clearer frameworks for decisions, responsibility, contracts, and collaboration.

You will enter a context where the issues are both formal and value-driven. It is about analyzing how sanctuary work can be organized moving forward, how roles and mandates should be clarified, and how the relationship with an international sanctuary network should be handled. The assignment requires you to see the big picture and weigh legal, organizational, political, and practical perspectives against each other.

You work independently, but in close dialogue with the operation and external parties. This is an interesting opportunity for you who want to contribute with qualified analysis in an issue of great societal significance and direct impact on future working methods.

• You conduct an independent and comprehensive investigation of the municipality's future work as a literary sanctuary.
• You analyze what it means to be a sanctuary and how the relationship with a sanctuary guest differs from other forms of municipal relations.
• You clarify responsibility, mandates, and roles between politics, the civil service organization, and external collaboration partners.
• You review and provide recommendations regarding contractual relationships, scholarships, subsistence, rental agreements, and possibilities for handling disputes.
• You review decision-making processes and propose how the work can be organized more clearly moving forward, including issues related to coordination, migration, residence permits, and security.
• You analyze what requirements and expectations can be reasonably placed on a sanctuary guest within existing frameworks.
• You evaluate collaboration with the international sanctuary network, including membership agreements, selection processes, division of responsibility, and boundary definitions.
• You gather material through interviews, environmental scanning, and document studies, and synthesize the material into clear assessments and recommendations.
• You produce a final report in Swedish that serves as a basis for decision-making and guidance for continued work.

• You have at least 4 years of experience in the field.
• You have documented experience of similar evaluations, with at least 2 reference assignments where a municipality or region was the client.
• You have experience of work and analysis related to cultural policy, freedom of speech, and the arm's length principle.
• You have experience of assignments with high demands for political integrity and independence.
• You master qualitative methods such as interviews, environmental scanning, and document studies, and can translate material into well-founded assessments and improvement proposals.
• You express yourself very well in Swedish, both orally and in writing, and can author qualified documentation in Swedish.
• You can produce documentation that meets the requirements of the DOS Act (Act on Digital Public Services) regarding accessibility.
