The County Administrative Board is a driving force for a sustainable society. We work together with authorities, municipalities, businesses, and other actors with a focus on Västra Götaland County and its 1.7 million inhabitants. The County Administrative Board has a broad range of operations and plays a very important role in several areas of society. This includes, not least, the highly current challenges of regional growth and implementing the green transition, developing civil defence, and nurturing democracy.
The County Administrative Board is a regional state authority with approximately 1,000 friendly and competent employees. We have operations in several locations in Västra Götaland, as well as elsewhere in Sweden, as we are responsible for the IT operations for all county administrative boards.
Job Description
Your main tasks will be to handle various land and property issues for the properties and associated buildings owned by the Swedish Environmental Protection Agency and managed by the County Administrative Board, usually in protected nature areas. You will act as the landowner representative for the Swedish Environmental Protection Agency and as an advisor to the managers of the reserves and other concerned parties within the County Administrative Board regarding property law issues.
The main duties of the position may include:
- Managing the Swedish Environmental Protection Agency's properties and buildings within the county
- Supporting managers of existing nature reserves and area protectors in the formation of new protected areas during negotiations regarding roads, parking, and other rights issues.
- Develop, coordinate, and drive property management issues together with other involved colleagues and operations
- Act as the contact person for the operation and maintenance of a hydroelectric power plant
- Handle participation in road associations.
- Perform needs assessments and place orders for maintenance, renovation, and potential new construction, as well as maintenance work for roads, parking, sanitary facilities, and other arising needs on the Swedish Environmental Protection Agency's properties
- Act as the contact person for hired contractors
- Maintain and administer the current database for property management
- Administer and design suitable agreements and leases within areas such as hunting, agriculture, fishing, buildings, etc.
- Case processing, administration, and reporting related to property management and as the representative of the property owner (the Swedish Environmental Protection Agency)
You usually plan and carry out your daily work independently, but you also collaborate with colleagues at the County Administrative Board and with the Swedish Environmental Protection Agency, who is our client. Staff from the Swedish Environmental Protection Agency can also serve as support in more complex issues.
The position is located within the nature conservation measures function, which is part of the restoration and management unit at the Nature and Water Department.
The Nature and Water Department consists of approximately 220 employees distributed across four units. The department works with issues concerning biodiversity, sustainable use of natural and water resources, promotion of outdoor recreation, as well as wildlife and fish management. We are also responsible for one of Sweden's five water authorities.

Qualifications
You have:
- A degree as a land surveyor engineer or a licensed land surveyor.
- Professional experience where you have experience with property law issues and drawing up agreements for leases and/or other usufruct rights.
- Experience in negotiations regarding roads and land issues
- Valid driver's license (Category B)
- Good ability to express yourself in speech and writing
We would like you to have:
- Experience in procuring and/or ordering renovations and maintenance measures on properties
- Knowledge regarding property maintenance
- Experience in leadership and/or coordination within property management
- Experience with safety issues and/or operation and maintenance of hydroelectric power plants and/or dams
- Experience with road associations
- Knowledge in building care and building technology
- Knowledge and interest in nature conservation issues
- Experience working within a state authority or in municipal operations
Personal qualities
To succeed in the role of land and property manager, you need to have a holistic approach with a structured working method. You need to be able to work independently and be stable and secure in your work. You have the ability to establish and maintain good relationships with both internal and external contacts.
As a person, you are driven and have the will and ability to influence and develop working methods and processes. You have a healthy attitude towards work and can plan and carry out your assignments independently, but you are not afraid to ask for help when needed. As a person, your focus lies on opportunities rather than obstacles.
