Kungälv Municipality is looking for a Development Manager responsible for coordinating the municipality's systematic quality work across all school forms.

In this role, you have overall responsibility for coordinating the employer's systematic quality work. You carry out your work in collaboration with the Leadership Team for Education and Learning, supporting the sector manager, operational managers, and principals in their systematic quality work. Your work is also conducted in close cooperation with the municipality's finance and quality unit, as the systematic quality work is integrated with the administration's model for operational management.

Here you will have an important role where you work both independently and in collaboration with managers at various levels. Your work also includes reporting to the Municipal Executive Board and committees.

Responsibilities

As the coordinator for systematic quality work, you are responsible for the two major annual reports on systematic quality work presented to the Municipal Executive Board and committees.

Together with the Leadership Team, you develop and further refine guidelines, quality factors, quality indicators, analysis models, and analysis questions. You participate in Leadership Team meetings and staff meetings as needed. Each year, you conduct reviews and workshops for principals and continuously support them in their systematic quality work, for example by producing support materials and providing individual guidance. You will also serve as an important support function in quality dialogues.

An important part of the role is managing Kungälv Municipality's work with grade statistics. You produce, analyze, and document grade statistics and create presentation materials for politicians. You are also responsible for analyzing other statistics related to preschool, compulsory school, adapted compulsory school, upper secondary school, adapted upper secondary school, and adult education, as well as managing the guardians' and student surveys conducted by the Gothenburg Region and the Swedish Schools Inspectorate.

The role includes administering part of the municipality's operational system for management and quality processes, as well as managing the system for grade statistics. You also represent Kungälv Municipality in the Gothenburg Region's Quality and Development Network.

Other common tasks within the unit may also be included.

Qualifications

We are looking for you who have a university or college education in pedagogy, public administration, political science, or other education/work experience that the employer deems equivalent. You should have good knowledge of school law and the Swedish National Agency for Education's national quality system, as well as experience working with systematic quality work at the employer level.

Experience with grade statistics or other analysis work regarding statistics and quality indicators is meritorious. It is also meritorious if you have experience with management and leadership processes in the municipal sector, including experience with operational systems linked to these types of processes.

You have the ability to see the big picture as well as the specific requirements and needs of the operations. The assignment requires good knowledge of developing and securing the quality of processes, leading and driving projects, and conducting investigations individually or together with other employees. The role requires good Swedish skills in both speech and writing, as well as good communication skills. You are pedagogical and can build relationships with employees and managers at all levels.

To succeed in the role, you have good analytical skills, digital competence, and good knowledge of the Office package.

As a person, you are service-oriented, structured, and meticulous. You collaborate easily with different roles and competencies and are solution-focused. You are responsible and self-reliant, and complete tasks within given timeframes. Great emphasis will be placed on personal qualities.
