In the role of Special Head of Unit and Acting Deputy Head of Unit, you are responsible for legislation within the Municipal Unit and assist the Head of Unit in leading, ensuring quality, and planning the work of the unit. We work on how the state should govern the municipal sector. Legislative work within the unit's area of responsibility means that you operate in a legal landscape that is socially relevant and complex – the questions often require legal and economic considerations to be woven together. Here you have the opportunity to work on issues that are close to societal development and that vary based on political priorities. Your role is to translate policy into legislation together with colleagues.

The Municipal Unit's area of responsibility includes, among other things, the Local Government Act and has many touchpoints with other legal and subject areas, such as constitutional law, tax law, economics, and welfare issues. The connection to other areas means that each legislative project is unique and often requires you to quickly familiarize yourself with new issues and contexts. In this role, you therefore have the opportunity to become a specialist in a socially significant legal area, while simultaneously broadening your knowledge in several other areas.

You lead various legislative cases, including the preparation of committee directives, submissions to the Legislative Council, and government bills. You also contribute to the preparation and anchoring of cases in accordance with the Government Offices' routines. The position involves close contact with political leadership, as well as the Executive Director and Legal Director, and many contacts with other units and ministries. You contribute to the work of preparing background materials and analyses for political leadership. The work is varied, with a mix of long-term structural issues and rapid assessments, and you are expected to contribute to learning and participate in the development of the work and the work environment. High cooperation skills, a clear interest in leadership, and adaptability to different conditions are important traits for success in your work. You also need to understand the importance of proposing action alternatives to realize the political goals that have been set.

The Municipal Unit is part of the Division for Public Administration, which is responsible for procurement issues, state employer and administration policy, consumer issues, digitalization of the public administration, as well as digital infrastructure and security. It may also become relevant to be the Special Head of Unit for legislative cases in another unit within the division. In this role, you therefore have the opportunity to become a specialist in a socially important legal area, while simultaneously broadening your knowledge in several other areas. Your background

We are looking for you who have a law degree and are an assessor in the Court of Appeal or the Administrative Court of Appeal. You have experience in legislative work at a legal secretariat, legislative unit, or equivalent within the Government Offices. You are well acquainted with the Government Offices' routines, working methods, and processes.

Experience in leading others, for example as a deputy manager or project manager, as well as experience in change management, is meritorious.

Other

The main employment is permanent and begins with a six-month probationary period. The appointment as Deputy Head of Unit is time-limited and linked to the current acting Head of Unit. The appointment as Special Head of Unit is time-limited to five years.

Earliest possible start date according to agreement.

A security clearance will be conducted before a decision on employment is made.
