Security Coordinator with a focus on the Social Services Department

 

Do you want to be part of an exciting journey and develop a crucial area that is highly relevant today? Then you should apply for the position of Security Coordinator within the social sector, with the mission to develop our preparedness for crises and war.

 

The municipalities of Bengtsfors and Mellerud collaborate within the security sector and strengthen each other through a joint security function. This collaboration creates opportunities to share competencies in a way that benefits both municipalities. There is also added value to the cooperation, as many issues related to quality development are similar in both municipalities, both within the social sector and the security sector. Therefore, Bengtsfors and Mellerud also collaborate within the social sector, which is led by a joint Social Services Director and five operational managers. Consequently, the Security Coordinator's work spans both municipalities.

 

About the Assignment As a Security Coordinator, you have a municipality-wide security perspective with a targeted assignment towards the Social Services Department. You are responsible for coordinating, developing, and following up on the department's work regarding crisis preparedness and civil defense.

 

In this role, you support the Social Services Department's operations in planning for and maintaining functionality during serious incidents. You have a strategic and coordinating assignment linked to the municipality's healthcare and the social services' preparedness for heightened alert status (KHOSS), where you contribute to ensuring that plans, routines, and working methods are current and coordinated.

You work closely with the department's management as well as in collaboration with the municipality's central functions, neighboring municipalities, and external actors. The assignment involves developing and strengthening the Social Services Department's preparedness planning as part of the municipality's collective work on civil preparedness.

The position is located within the municipality's central security function, where you are part of the municipality's coordination group for preparedness planning. The security function consists of a Security Manager and a Security Coordinator. You are also expected to be able to contribute to the entire scope of the security function's responsibilities when needed, for example within crisis management, continuity planning, and collaboration during societal disruptions.

Responsibilities 

You will independently drive, plan, lead, and follow up on the work regarding civil preparedness within the social sector. The work is developed in close collaboration with the department management, managers, and specialists to enhance preparedness. The assignment includes, among other things:

  • Coordinate the work on civil preparedness and collaborate with other municipal operations, municipalities, and authorities to identify dependencies and find solutions.
  • Support operations in developing and creating continuity plans, preparedness plans, and routines within the area.
  • Familiarize yourself with new laws and regulations in the area and authority guidelines to then translate these into practical work in our operations.
  • Participate as the social sector's representative in joint work, working groups, and projects within the area.
  • Conduct analyses, investigations, training, exercises, and monitor the external environment.

Qualifications

 We are looking for you who have an interest in developing society with the municipality's inhabitants as the central starting point in the work.

 Requirements 

To succeed in the assignment, we assess that you need to have

  • relevant university degree, for example within social sciences or behavioral sciences, healthcare, or other education or experience that we consider equivalent.
  • Ability to absorb and convey information to others, both orally and in writing.
  • The assignment involves travel for work purposes, so you must have a valid driver's license (Category B).
  • Good IT skills and proficiency in common software programs.

The position requires a successful security clearance according to the Security Protection Act (2018:585), which entails a requirement for Swedish citizenship.

Merits 

We consider it a merit if you have experience of

  • coordination, development, or project work in complex organizations and the ability to work cross-sectorally and in collaboration between several organizational levels.
  • work within municipal healthcare. It is positive if you have an understanding of the municipality's healthcare and the social services' responsibility and role during crises.
  • work with crisis preparedness, civil preparedness, or total defense within the public sector.
  • project management or coordinating roles in public operations.

  • work in a structured, independent, and goal-oriented manner and have the ability to manage assignments where many actors and interests are involved.
  • have very good communication skills in speech and writing and can clearly convey complex information to different target groups.
  • see collaboration as a fundamental prerequisite for functioning preparedness work and have the ability to engage, coordinate, and drive work forward even without formal managerial authority.
