Job Responsibilities

Your role – a key player in municipal democracy.

In this combined role, you work both as a lawyer and a committee secretary. You belong to an engaged team consisting of lawyers and committee secretaries and work closely with both elected officials and civil servants throughout the organization. The role as committee secretary also includes an investigator assignment, where you contribute to the preparation of decision materials, governing documents, and the development of case processes and working methods.

As a committee secretary and investigator:

  • Ensures quality, legal certainty, and structure in case and decision processes
  • Monitors that cases are prepared and handled in a timely manner
  • Participates in preparations and supports the chairperson during meetings
  • Plans, coordinates, and follows up on meetings
  • Prepares notices, case lists, and writes minutes
  • Prepares decision materials for decisions in committees, the full council, and on delegation, and drafts proposals for governing documents
  • Supports managers and case handlers in the case preparation process

As a lawyer:

  • Provides legal support and advice to all municipal departments and political bodies
  • Handles cases and conducts legal investigations within areas such as administrative law, municipal law, public access and secrecy, and contract issues
  • Prepares decision materials for decisions in committees, the full council, and on delegation, and drafts proposals for governing documents
  • Contributes to the development of working methods, routines, and legal certainty in the organization
  • Participates in training initiatives to strengthen legal competence

About the Workplace

The mandate of the Municipal Executive Office is to lead, coordinate, and follow up on the municipality's operations. We ensure that the municipality functions efficiently and that residents receive the services they need, while supporting elected officials and departments.

The Secretariat Unit is part of the Support and Development division, which brings together several central functions such as HR, IT, security, communication, contact center, and secretariat. Together, we create the conditions for a modern, legally secure, and efficient municipal operation.

At the secretariat, committee secretaries, lawyers, registrars, archivists, and system administrators work closely with the operations and play an important role in developing efficient, modern, and legally secure processes.

What We Are Looking For

To succeed in the role, you have:

  • A law degree (Jur. Cand. or equivalent)
  • Experience in legal work, preferably within public operations
  • Knowledge of administrative law, municipal law, and public access and secrecy
  • Very good ability to express yourself in Swedish, both orally and in writing.

It is meritorious if you have:

  • Experience working as a committee secretary
  • Experience with case management systems (e.g., Public 360)
  • Experience working in a politically governed organization.
