You will lead the development of the city's digital infrastructure and IT services, ensuring that operations can be conducted in a secure, smooth, and efficient manner.
Your Responsibilities
You are responsible for the city's shared IT infrastructure solutions by monitoring delivery from procured operational suppliers and contributing to the development and adherence to the city's long-term IT strategy. Special focus is placed on ensuring robust security solutions, from both an operational and information security perspective.
You actively work to ensure that the infrastructure and its services align with technological developments in the market, while remaining cost-effective and tailored to the operations' needs for digitalization. The goal is to ensure the city always has purposeful and future-proof IT solutions.
Together with the unit's other service managers, you share overall responsibility for the city's central technical platforms. You ensure that deliveries function smoothly within operations, switching between strategic initiatives and more operational tasks, such as invoice handling and cost monitoring.
A central part of the role is vendor management, as all IT operations are outsourced. This means you monitor that deliveries occur in accordance with agreements regarding time, quality, and cost. You also act as a link between operations and technology by translating needs into clear requirements, and contribute to continuous improvement work, for example, when setting requirements for procurements.
Your Competence
We are looking for someone with an academic education in IT, or several years of experience in the field. You have experience leading and managing critical IT infrastructure in a large organization, as well as vendor dialogue and contract compliance. You also have good knowledge of IT and information security and a good understanding of ITIL processes. You can communicate verbally and in writing in both Swedish and English.
It is a plus if you have experience with the Public Procurement Act, the PM3 management model, and driving large-scale development and implementation projects. You keep yourself continuously updated on new technology and trends. In this way, you ensure a modern and secure IT environment for Västerås Municipality.
You are engaged and work in a structured manner with a solution focus, always with close collaboration and a good understanding of the operations' needs, economics, and cost-effectiveness.

In connection with the interview, you need to prove your citizenship. You can do this with a passport or alternatively a certificate of citizenship together with an ID document. If you are not a citizen of Sweden, the EU, EEA, or Switzerland, you must show that you have a valid work permit or are exempt from the obligation to have a work permit. Employment can only take place after verification of the work permit, which is required according to the Aliens Ordinance.
