You will step into a critical assignment with a large municipal organization facing a comprehensive renewal of its IT operations. In an environment with outsourced operations, qualified support is now needed within IT infrastructure and IT security to interpret, design, and adapt technical requirements in an ongoing procurement, as well as to provide advice in dialogue and negotiations with suppliers.

You will become a central expert in issues ranging from operational details to tactical and strategic choices. The assignment may also continue into a transition phase where you contribute as a technical expert during the transition to a new operations supplier and as expert support in related matters for the organization. Here you will have the opportunity to influence requirements, decisions, and quality in a business-critical IT environment.

• You will analyze the developed requirements documentation and translate the organization's strategic direction into clear technical recommendations.
• You will advise procurement resources on how best to respond to suppliers' questions, requests, and counter-offers.
• You will drive and influence the work of interpreting, adapting, and designing requirements within IT infrastructure and IT security.
• You will participate as a technical expert in negotiations and contribute with expert assessments in complex trade-offs.
• You will support a potential transition project between the existing and new IT operations supplier.
• You will function as ongoing expert support in matters within IT infrastructure and IT security, both in teams and independently.

• You have excellent knowledge of IT infrastructure and IT security, including modern Enterprise solutions and certificate solutions such as PKI, HSM, and CA.
• You have at least 5 years of experience in developing, interpreting, and adapting technical requirements within IT infrastructure and/or IT security.
• You have documented experience working with public procurement according to the Public Procurement Act (LOU), where you have acted as an expert or advisor and participated in negotiations with suppliers or bidders.
• You have at least 5 years of experience working with servers, cloud services, identity and access management, as well as storage services and backups.
• You have at least 3 years of experience in at least three of the following areas: information security, security architecture, vulnerability management, incident management, and compliance (e.g., NIS2 and GDPR).
• You have excellent command of Swedish, both spoken and written.
• You enjoy collaborating closely with others but can also drive your area independently.
• You can work under confidentiality and without conflicts of interest related to the current procurement.

• You have experience working in a leading position, for example as a project manager.
• You have work experience within IT and/or procurement in a municipal organization or public administration.
• You have documented experience of an active role in the execution of at least one extensive IT transition project.
• You hold an ITIL certification.
