Are you an experienced budget controller ready to contribute to ensuring SGU's long-term sustainable financial management?

The Director-General's Office (DG Office) is responsible for the authority's overall governance, planning, and follow-up, as well as coordinating central processes such as the annual report and budget documentation. The assignment involves developing governance models and processes, driving organization-wide issues, and ensuring high quality in the authority's preparations, assignments, and reporting.

As a budget controller in the DG Office, you will work strategically and with a long-term perspective to ensure that the authority has sustainable, transparent, and purposeful financial management. The role has an authority-wide perspective and involves producing qualified financial analyses and providing decision-making support that underpins management's priorities. The function is central to the development of the authority's governance, follow-up, and reporting, involving close collaboration with operational controllers, the finance function, and management. The role combines strategy with the operational management of overall budget follow-up and the highest level of financial governance.

The work is characterized by:

  • A key role in the development of governance models, methods, and processes.
  • Closer and continuous collaboration with management and governing functions.
  • Compiling and quality-assuring financial decision-making support at the highest level.

Responsibilities

As a budget controller, you will produce financial analyses, forecasts, and impact assessments to support strategic decisions. You will identify financial risks, analyze scenarios, and propose strategic measures that ensure a balance between goals, resources, and results. The work involves preparing and quality-assuring decision-making support for the authority's leadership and the government department. You will actively participate in the development of the authority's financial governance model, ensuring it is purposeful, coherent, and sustainable in the long term. The role entails close collaboration with operational controllers, the finance function, and other key stakeholders to integrate financial perspectives into operational planning and follow-up. You will contribute to the annual report, quarterly reporting, and monthly follow-up, ensuring quality and accuracy in the authority's financial reporting. Furthermore, you are responsible for ensuring that financial management is conducted in accordance with legislation, regulations, and internal guidelines, contributing to a good administrative culture. Through advisory services and strategic support to managers and functions, you will also strengthen financial understanding within the operations.

Competence

We are looking for you who have:

  • an academic degree in economics, finance, accounting, or national economics.
  • at least 5 years of experience in qualified work within financial management and budgeting at an authority-wide level.
  • experience working in or with public sector operations and a good understanding of public sector governance, including:
  • the state budget process
  • regulations such as FÅB (Ordinance on Annual Accounts and Budget Documentation)
  • handling of appropriations, internal budgets, and follow-up
  • experience in producing financial analyses, forecasts, and impact assessments.
  • experience in coordinating processes in complex organizations.
  • in-depth competence in financial management, analysis, forecasting methodology, and budget processes.
  • the ability to work strategically while simultaneously managing complex operational follow-up at the highest level.
  • very good ability to present financial data and explain relationships to management and other target groups.
  • the ability to act in accordance with applicable regulations, including requirements for impartiality, objectivity, and correct and responsible handling of public funds.
  • very good ability to express yourself well in both speech and writing in Swedish

Meritorious experience and competence:

  • experience in developing financial governance models and planning processes.
  • experience in building or structuring financial systems, governance models, or reporting environments.
  • experience in driving development projects or leading authority-wide processes.

Personal Qualifications

You can quickly grasp complex economic relationships, make well-founded trade-offs, and deliver accurate recommendations. You see the big picture, can anticipate economic consequences, and support the organization in long-term prioritization. Furthermore, you can explain economic issues clearly and pedagogically to different target groups, creating understanding for decisions and prerequisites. You thrive in a role with many contact points and collaborate effectively with managers and finance functions. You ensure high quality and accuracy in analyses and act with impartiality, objectivity, and responsible handling of public funds. In addition, you contribute new perspectives and drive improvements in financial management and working methods. You are structured and responsible, stable and confident in your professional assessments, and have high integrity and good judgment.

About the Employment

Employment type: Fixed-term full-time employment starting by agreement, no later than 2026-08-01, and lasting until 2027-03-31 at the latest.
