About the position

In the role of HR Business Partner (HRVP), you, together with your two direct-reporting HR generalists and district management, will have the opportunity to work for "One Samhall" with uniformity in culture, working methods, and compliance with policies and guidelines. As HRVP, you have a central role in developing leadership and leading the organization's change and improvement efforts. You work closely with our managers and operations to create the conditions for the district to achieve its goals.

You report to the HR manager in the North region and are part of the management team for the Västernorrland/Jämtland district along with the District Manager, 4 Operations Managers, and a Business Support. The district has about 1,000 employees in protected employment and 50 officials. Possible locations are Sundsvall, Östersund, or possibly another central location within the district.

Samhall is organized into 14 districts, and the HR teams of the districts are part of the HR Operations unit, which consists of about 70 employees. The unit is part of Samhall's department for HR & Communication. Within the department, there are support functions and specialists in labor law and negotiation, work environment, culture and learning, safety, disability rights, diversity and inclusion, as well as communication and marketing. Together, we are about 150 people working in HR & Communication at Samhall.

As HRVP, you step into a strategic leadership role at the district level where you have the opportunity to create conditions for development. Through your personnel responsibility and coaching approach, you become an important force in strengthening both the team and the organization. Experience in leading and inspiring employees based on a trust-based approach is therefore valuable.

In the role, you work broadly with both operational and strategic HR tasks in close dialogue with the district manager and other managers in your district. Together, you lead the work of focusing on employee development with the aim of enhancing work capacity and employability through work.

The work also includes collaborating with our union representatives in various personnel matters and driving the salary process. The role also includes promoting an inclusive and equitable corporate culture and fostering close cooperation with the Employment Service, the Social Insurance Agency, occupational health services, and Samhall's trade union organizations.

The role includes:

  • Ensuring that processes, key figures, and prioritized activities within the HR area in the district are followed and monitored

  • Coaching, training, and providing operational support to managers in HR processes for officials and employees in Samhall's labor market policy assignment

  • Working proactively with the district manager on competence supply and recruitment

  • Coordinating and ensuring agreements and good cooperation with the Employment Service, the Social Insurance Agency, occupational health services, and trade unions

  • Being responsible for labor law matters in the district

  • The role includes personnel responsibility for two HR generalists

Who are you and what drives you to do?

We are looking for someone with several years of experience in broad operational and strategic HR work and relevant academic education or equivalent work experience. You have good knowledge of labor law, experience in union negotiations, and are fluent in Swedish in both speech and writing. Experience working with the Employment Service and the Social Insurance Agency is an advantage. We also prefer candidates with experience from collective agreement professions within the LO area.

As HRVP, you are an HR manager at the district level, which means you have personnel responsibility and coach and support your 2 HR generalists; therefore, it is advantageous if you have previous experience working as a leader with personnel responsibility.

As a person, you are good at building trusting relationships and work goal-oriented and structured. You are development-oriented, have good communication skills, a coaching approach, and represent HR issues in a professional manner with high personal integrity. In the role, you will operate throughout the district, which means you will be mobile and present in the district where you build relationships and support our managers and your HR generalists; therefore, a B driver's license is required for the position.
