We are now looking for an operations strategist focused on governance and follow-up for the unit of governance and development.
The Swedish Council for Higher Education, UHR, is a government agency with a broad mandate in the field of education. Our vision is education, exchange, and development - for all who want to move forward.
The unit for governance and development (ESU) is part of the department for operational support. ESU works across government agencies and provides strategic support to UHR's management and operations. Our team consists of researchers, business developers, and strategists who together contribute to ensuring that important issues at the agency are handled from a holistic perspective. We coordinate work on governance, planning, and follow-up, and contribute to increased systematic approaches and quality assurance in the handling of incoming questions, assignments, and deliveries. Employees in the unit also lead strategic assignments such as government assignments.
What you will do/be responsible for
As an operations strategist responsible for planning and follow-up, you will play a central role in driving and coordinating the agency's operational planning and follow-up, which is part of the strategic governance. In your role, you will plan and coordinate the agency's overall operational planning, follow up on goals and results, and work to develop forms for internal governance and control.
The work is both strategic and operational, and you will collaborate broadly within the agency with both managers and employees. Since several areas are under development, this gives you the opportunity to help shape the agency's processes for planning and follow-up.
You may also contribute to other tasks within the unit, such as coordinating cross-agency working groups, producing reports, decision-making materials, and similar tasks.
Who you are
You have:
- An academic degree in political science, law, economics, or knowledge that the employer assesses as equivalent.
- At least five years of relevant experience in governance within government operations, including operational planning, follow-up, and internal governance and control.
- Good knowledge of the government budget process.
- Extensive experience in successfully leading strategic and process-oriented work closely with agency management.
- Very good ability to express yourself well in Swedish, both spoken and written.
It is an advantage if you have:
- Experience in government governance, e.g., the Government Offices.
- Experience in process management.
- Experience from the education sector and its conditions and working methods.

Since the role is based on broad collaboration, you have a high ability to cooperate and easily create good working relationships with your surroundings. You have a good ability to switch between strategic and operational work. A humble and solution-oriented approach is also needed to succeed in this role, as well as a very good communicative ability.
