The County Administrative Board is the government’s representative in the county and coordinates regional development work. The position of HR Partner is located within the HR function, which is organizationally placed at the unit for operational support.

The unit for operational support is responsible for the areas of personnel, reception, internal service and security, registry and archives, as well as finance and procurement. You will be part of a good team together with two other HR partners and an HR manager, where collaboration and a lack of prestige are important parts of the daily work.

Job Responsibilities

As an HR Partner, you have a very broad role within the entire HR area, combining the operational with the strategic and adapting your support according to the needs of the organization. The emphasis in the role is on operational work close to the organization.

You represent the employer and work closely with the organization, supporting managers at our authority by providing them with consultative and qualified support across the entire HR area, such as rehabilitation, recruitment, salary formation, work environment, and preventive work. You will thus serve as the primary contact for managers regarding HR-related questions.

In this role, you will also work with cross-authority processes within the HR area, such as onboarding, salary mapping, negotiation/ collaboration, systematic work environment management, competence development, implementation of new IT systems, restructuring/ downsizing, and HR issues related to crisis and war organization, total defense, and voluntary organizations.

The role also includes personnel administrative tasks, including supporting recruitment administration, administration of salary-affecting events, correcting time reporting, drafting various types of agreements and decisions, and continuously updating information related to the HR area on the intranet.

The work involves a wide variety of tasks where no two days are alike, and as an HR Partner, you need to be flexible and prioritize your work accordingly.

Other tasks within the unit/ authority may also become relevant.

Qualifications

We are looking for someone who has:

  • a university or college degree in HR, personnel/work science, or another degree that the employer deems equivalent
  • at least 3 years of relevant experience working in a broad and operational HR role within the public sector
  • current experience in supporting managers through a consultative approach in their role as employer representatives
  • good administrative skills and computer proficiency, including good knowledge of the Office suite.

It is advantageous if you have:

  • several years of relevant experience in a broad and operational HR role at a government agency.

As a person, you have a consultative and professional approach and are confident in your HR competence. You also have the ability to work independently, prioritize your own work, and take the initiative to develop it when needed. You enjoy working in a team with colleagues where a lack of prestige, collaboration, and helpfulness are crucial. As a person, you need to have a flexible and solution-focused approach. You are communicative and have an easy time building trusting relationships, expressing yourself well in Swedish both orally and in writing.

As an HR Partner, it is important that you can balance the needs of the organization and be attentive while conveying the applicable regulations, routines, and labor law frameworks with a good attitude. You have high integrity and understand the importance of handling information you come across in a secure and professional manner.

The County Administrative Board applies a six-month probationary period for this position.

We plan to conduct a first interview during week 13.
