Controller at the Swedish Armed Forces

Do you have experience in finance, HR, or payroll? Do you want to contribute to strengthening the Swedish Armed Forces' governance and control during a time of significant growth and changing global conditions? Then this could be the role for you.

The Swedish Armed Forces is currently in an expansive phase, and in addition to a larger personnel base, this growth also means a larger economy. With the increased funding, there are greater demands on our payroll management and on the monitoring and control of our personnel economic flows. We are now looking for someone who wants to become a controller and be part of further developing the Armed Forces' work in these areas.

About the Unit

The Defence Staff supports the Armed Forces leadership by processing and preparing incoming matters, questions, and tasks, and ensures that the decided activities are implemented and reported back.

The Finance Department has overall responsibility for all finances in a growing organization. About 40 employees with various competencies and specialties work here, divided into three sections, where you will belong to the Personnel Controlling Section.

Currently, there are 8 people working in the section, responsible for the cohesion of the Armed Forces' work with personnel economics, payroll control, and personnel travel.

Main Responsibilities

As a Controller, you will, together with your colleagues in the section, be responsible for monitoring and forecasting the Armed Forces' salary and personnel costs. Your focus, at least initially, will be to follow up on the Armed Forces' payroll management with a mandate to reduce incorrect payments that lead to salary debts. The work is carried out both through established routines for systematic and unannounced controls and by developing methods and working practices to strengthen monitoring and internal control.

You will act as a qualified support to higher management in matters concerning payroll control, personnel costs, and regulatory compliance, and you will be an important part of the authority's work on effective resource utilization. You will work closely with the National Audit Office and have a broad network within the Armed Forces. The role includes regular dialogue with both managers and employees as well as with branches of the armed forces and combat units in both the finance and HR areas. By lecturing, educating, and supporting the organization in matters of salary and personnel costs, you contribute to the Armed Forces' organizational learning and create good conditions for the Armed Forces to conduct its operations in a cost-effective manner.

In order to meet the demands placed on the Armed Forces, you also need to have a flexible approach and a positive attitude towards developing your skills for more/other tasks within the department's various adjacent areas.

REQUIREMENTS

Qualifications

  • Post-secondary education in a relevant field (payroll, finance, or HR), or other experience that the employer deems equivalent
  • Current and relevant experience in payroll administration, finance, and/or HR in a larger organization
  • Very good knowledge of MS Excel and experience with VBA
  • Good ability to express yourself well in spoken and written Swedish

Personal Qualities

As a person, you are structured, meticulous, and responsible. You are a team player who delivers high quality even during periods of high workload. You have the ability to analyze large amounts of information and to convey relevant conclusions to different target groups in a pedagogical manner. You see opportunities in complex issues, have a solution-oriented approach, and are happy to share your knowledge. You are self-sufficient in your area of responsibility while enjoying collaborating and building trusting relationships. You have a flexible approach and are not afraid of new challenges. In the selection process, great emphasis will be placed on personal qualities, suitability, and documented results from previous assignments.

DESIRABLE

  • Experience working within the Swedish Armed Forces and/or another government agency or at the Government Offices
  • Experience working in PRIO/SAP
  • Knowledge of the Armed Forces' collective agreements
  • Completed military service, GMU, GU, or equivalent

For the authority's mission to be successful, it is assumed that all employees act according to the values that exist. The Armed Forces' values uphold the equal worth of all people, justice, and equality and promote democracy and human rights (read more at www.forsvarsmakten.se).
