We are looking for an IT specialist to support an authority in analyzing, structuring, and concretizing needs related to the building blocks of indexing, addressing, and My Profile, as well as translating these needs into documentation for continued architecture and development work within Sweden's digital infrastructure. The emphasis is on specifications, information modeling, and technical analysis with a focus on interoperability, information exchange, and long-term manageability.

You work in a structured and documented manner, so that results can be carried forward by other teams and suppliers. If necessary, efforts may also encompass other related initiatives.

• Capture and structure needs from multiple stakeholder groups, such as authorities as information producers, service developers/service consumers, and end-users (citizens/businesses).
• Analyze needs in relation to existing building blocks and dependencies, with a particular focus on information exchange and integration.
• Translate needs into concrete documentation such as requirement specifications, solution architecture, and decision and prioritization materials.
• Document the work in a way that enables further development and management over time.

• Documented experience of national or cross-sector digital infrastructures where multiple organizations collaborate on common technical capabilities.
• At least 5 years of experience in concept and information modeling and the ability to translate results into specifications.
• Good knowledge of information architecture and indexing solutions, such as metadata and registry solutions, catalogs/index/reference mechanisms, as well as searchability and addressing in distributed environments.
• Experience working with identity and addressing, including managing contact details and preferences, linking identity/attributes/services, user-centered access to personal information, and distributed patterns for information access.
• Practical experience with API-based architectures based on REST and understanding of collaboration between producers and consumers via common interfaces.
• Experience from the public sector or highly regulated environments, including understanding of data protection (GDPR), information security, legal frameworks for information exchange, and open source.
• Ability to undergo and be approved in a security clearance (requires Swedish citizenship, dual citizenship is not permitted)

• Experience with Ena, relevant building blocks, or similar national frameworks.
• Experience with interoperability, information models, specifications, and standards.
• Experience leading or participating in feasibility studies, concept investigations, or early phases of larger digital initiatives.
