Investigator Wanted at the Licensing Unit
The Licensing Unit within the Labor Market and Social Administration is seeking an investigator for a fixed-term employment.
Job Responsibilities
As an investigator at the Licensing Unit, you will work with regulatory authority, focusing on cases under the Alcohol Act and the Tobacco and Similar Products Act, as well as the Tobacco-Free Nicotine Products Act. Your main tasks will include investigating, writing decisions, and presenting cases for decision-makers. There is an opportunity to make your own decisions according to delegation rules. The investigation work includes assessing the suitability of companies and involved persons and examining whether they otherwise meet the legal requirements for obtaining a permit. The assessment of suitability includes performing financial reviews of both companies and individuals. We also investigate whether existing operators comply with the requirements to continue serving or selling.
The assignment also includes external supervision, both under the Licensing Unit's own management and in collaboration with other authorities. This part of the work is based on the needs of the operations both during the day and in the evenings and weekends. The external supervision carried out during inconvenient working hours amounts to up to approximately 40 hours per year.
At the Licensing Unit, we are constantly working to improve municipal service and regulatory authority. We place great emphasis on good dialogue, high service levels, and advice that creates value for both operators and the public.
Qualifications
We are looking for someone with at least a bachelor's degree in law, economics, or political science, or other education that the employer deems equivalent. You also have experience in handling matters within the public sector. You have good computer skills and command Swedish very well, both spoken and written. A valid driver's license (B) is also required for the position.
Desirable:
- Experience in regulatory authority
- Experience in handling matters under the Alcohol Act, the Tobacco and Similar Products Act, and the Tobacco-Free Nicotine Products Act
- Experience in independent investigative work
- Experience in conducting financial reviews
We are looking for someone who has a good ability and habit of independently driving their work forward. When you encounter problems or have difficulty progressing in your work, you are efficient and solution-focused and have a good ability to independently seek information or ask for help to reach a correct decision. While you are self-driven, you also need to have good collaboration skills and a willingness to contribute to the workgroup. As a person, you are responsible, meticulous, and show judgment in statements, actions, and decisions. You are also clear in your communication and can structure and prioritize your work in stressful situations.
Great emphasis will be placed on personal suitability.
About the Workplace
The Licensing Unit handles cases under the Alcohol Act and the Tobacco and Similar Products Act, as well as the Tobacco-Free Nicotine Products Act. The Licensing Unit also supervises establishments with serving permits and shops selling tobacco, tobacco-free nicotine products, e-cigarettes, and low-alcohol beer, and acts as a referral body to the Gambling Authority and the County Administrative Board.
At the Licensing Unit, there are 13 investigative secretaries (investigators/handlers), 2 administrators, and several inspectors. The unit is part of the Labor Market and Social Administration and collaborates closely with the city's businesses and several authorities.
