Process Leader in Civil Defense and Crisis Preparedness

The Swedish Civil Contingencies Agency is the leading, guiding, and coordinating authority in civil defense. We ensure that society is prepared for crises, heightened readiness, and war.

The agency aims to provide training and education and to be a driving force in ensuring competence in civil defense and crisis preparedness.

The section has both a coordinating mandate and a task to ensure that training directed at the preparedness system is conducted and promoted through various educational providers.

Your Responsibilities and Tasks

In the role of process leader, you will primarily ensure progress and further development in the management process for education in civil defense and crisis preparedness. This involves coordinating processes to meet competence needs within the preparedness system through education. This is done through environmental monitoring and needs analysis, pedagogical considerations regarding the choice of appropriate methods, developing and ordering training and courses, and developing and revising course and training plans in collaboration with teachers and experts. You may represent the section in competence and education networks and represent the agency externally.

The role involves many points of contact, for example, with the Swedish Defence University and other universities and colleges, the agency's externally directed educational organization, and external dialogue with suppliers regarding the development of web courses. The work takes place in a smaller section that is being established from 2026, following an internal transfer of responsibilities within the agency.

Your Knowledge and Competencies

We are looking for someone who has:

  • an academic background, such as social sciences, humanities, or behavioral sciences, or other experience deemed equivalent by the employer
  • experience in process or project management
  • knowledge of effective methods for learning and competence enhancement

It is advantageous if you have:

  • specialization in pedagogy, general didactics, and learning
  • training in the preparedness area
  • education in project management or change management
  • experience in needs analysis and competence mapping
  • experience in course and training development
  • experience in developing web-based training and applying digital educational tools
  • knowledge of the education area within civil defense and crisis preparedness, such as course offerings, actor landscape, and competence needs

About the Employment

We offer you a permanent full-time position that begins with a probationary period.

Your workplace will be Karlstad or Stockholm, and travel may be required in the position.

The majority of our positions involve placement in a security class. Usually, Swedish citizenship is required. In case of placement in a security class, a security review with a background check will be conducted before employment according to Chapter 3 of the Security Protection Act. Most employees at the Swedish Civil Contingencies Agency are assigned to military service.

About Us

The section will be newly formed on January 1, 2026, after a division of the Training Unit and the addition of tasks and resources within the education area. Continued organizational development will take place during 2026 to consolidate the mission and ensure effective governance and management of the educational activities within the new agency's system-leading role.
