JOB DESCRIPTION
Bjuv municipality is now seeking a chief registrar.

The position is located in the secretariat department of the municipal executive administration. The department's mission includes being responsible for the secretariat, committee secretariat, registration, municipal archive, case preparation, information security, data protection, legal advice, quality and development, as well as being responsible for the administrative process during general elections.
As a registrar with us, you have a central role in the municipality's information management. You are responsible for registering, organizing, and making public documents accessible according to applicable legislation. You are an important part of our democratic process and serve as a support to both employees, managers, and the public.
In the role of registrar, you are responsible for ensuring that we have a functioning structure and process for our information management. You work with registration, disclosure of public documents, mail handling, and archiving.
Together with the department's other staff, you play an important role as an expert in the political process as well as public access and confidentiality. In addition to your main responsibility as a registrar, you will be the process leader for our document and case management system. Currently, procurement is underway, but the system we have now is Ciceron. Your assignment also includes conducting training and providing system support to our operations in the relevant system.
As a registrar, you will work closely with the head of the secretariat, municipal secretary, municipal lawyer/data protection officer, and municipal archivist. In your role, you are also expected to contribute to quality assurance and development of the case process, part of which includes participating in municipal common network meetings and forums for the system.
In addition to the above, you will be responsible for purchasing and procurement for the department.
QUALIFICATIONS
You have a relevant university degree, such as political science, or relevant high school education combined with work experience from similar tasks that can be assessed as equivalent. You have good knowledge of the laws and regulations that govern municipal operations, such as the Local Government Act, the Public Access to Information and Secrecy Act, and the Administrative Procedure Act. If you also have knowledge of GDPR, the Archives Act, and information security, this is an advantage.
We prefer that you have experience working in a politically governed organization and in public authority. Experience in administrative work is a given, and if you have previously worked as a registrar/secretary in a committee or board, it is an advantage. You work comfortably and easily with systems and digital tools.
As a person, we see that you are independent and meticulous in your work. You have an easy time seeing connections and are confident in prioritizing the right issues. You also feel a great responsibility for your assignments, their implementation, and results. A prerequisite for succeeding in the role is that you have a structured working method and the ability to work with several parallel processes simultaneously. You see opportunities and solutions and can adapt your working methods to constantly changing conditions. Since you will work closely with politicians and civil servants, it is also important that you enjoy creating good relationships and have an easy time collaborating with others. We are looking for someone who has a good understanding of what good service means and sees how you can contribute to it. Furthermore, you are a good communicator who expresses yourself fluently in both speech and writing.
