Case Officer for Supervision under the Planning and Building Act

The city of Västerås has removed the personal letter from the application process. We do this to achieve a better and fairer recruitment process. When you submit your application, you will be asked to answer a number of questions that will be an important part of our selection work.

In this role, you will have the opportunity to deepen and develop your knowledge of supervision under the Planning and Building Act together with knowledgeable and engaged colleagues. The work is varied and involves both independent responsibility and close collaboration. You will become part of an organization where cooperation and knowledge exchange are in focus.

Your Responsibilities

As a case officer, you will investigate and decide on various types of supervision cases under the Planning and Building Act as well as the Environmental Code. You will handle a wide variety of cases, such as illegal residences, unlawfully constructed buildings, neglected plots, and poorly maintained buildings. You are responsible for ensuring that the processing is carried out legally and in accordance with applicable legislation, routines, and practices. The work also involves contacts with other authorities, appellate bodies, and courts, where you contribute with documentation and participate in the case process.

You will work closely with both colleagues within the unit and other departments, and together you will work towards a well-functioning and legally secure supervisory operation. You will also actively participate in the development of the unit's working methods, processes, and digital tools. Depending on the needs of the operation, the role may also include processing building permit cases and other tasks that are part of the unit's assignment.

Your Qualifications

We are looking for someone with post-secondary education in a relevant field focused on supervision under the Planning and Building Act (PBL), for example as a supervision officer or building permit officer, or alternatively an academic education as a construction engineer or in law. You have good knowledge of PBL and feel confident working in a role where you independently drive cases forward. Since the position involves site visits, you need to have a B driver's license. It is advantageous if you have experience in processing cases under PBL or other work experience that the employer deems suitable, as well as if you have worked with processing under the Environmental Code, the Administrative Procedure Act, the Penalty Act, the Service of Process Act, or the Local Government Act. Knowledge of these legislations and previous experience of public authority exercise is also advantageous and seen as a strength in the role.

You are self-driven and thrive in a role with significant personal responsibility, while also contributing to good collaboration within the team. Since the role involves many contacts, both internally and externally, you need to be clear in your communication and have a very good ability to express yourself both verbally and in writing in Swedish.

We Offer

At the Building Permit Unit in the city of Västerås, you will have the opportunity to become part of a competent and dedicated workgroup with high engagement. The unit includes architects, building inspectors, city planning conservators, and case officers. The role is varied and involves both independent tasks and close collaboration with colleagues, providing you with good opportunities to develop both your skills and competencies within supervision and building permit processing. We offer a work environment characterized by clear processes, support in public authority exercise, and the opportunity to influence the development of working methods. To ensure you feel secure in your new role, you will receive thorough training where you will learn the unit's working methods and routines step by step.

We believe in trust and freedom under responsibility. This means that you plan your workday yourself, have flexible hours, and the possibility to work remotely part of the time.

Here, you will become part of something bigger! With warmth and respect, we demonstrate initiative in both large and small matters. We live our values in our interactions with each other and those we serve. Every day, all year round, we ensure that Västerås functions. Together with your approximately 11,500 colleagues around the city, you will have Sweden's most important job.
