JOB RESPONSIBILITIES

In this role, you will have a broad and varied assignment where you will:

• Coordinate and develop the municipality's work with crisis preparedness and civil defense, based on legal requirements, national goals, and local needs.
• Prepare and update emergency plans, governing documents, guidelines, and procedures for handling societal disturbances, extraordinary events, and heightened preparedness.
• Support operations in their continuity planning, including workshops, advice, and follow-up.
• Conduct and lead risk and vulnerability analyses and propose measures for increased robustness.
• Plan and conduct training and exercises for employees, managers, and elected officials.
• Collaborate with external actors, such as the County Administrative Board, emergency services, other municipalities, and actors within total defense.
• Participate in the municipality's crisis management organization, including taking part in staff work as needed.
• Drive development projects related to civil preparedness and safety within the municipality's operations.
• Contribute to the municipality's work with internal security, for example.

QUALIFICATIONS

Our Requirements

• Academic education in crisis preparedness, community safety, political science, or another relevant field. Alternatively, other education combined with experience deemed equivalent by the employer.
• Experience working with crisis preparedness, civil defense, continuity planning, or risk and vulnerability analyses.
• Excellent ability to express yourself verbally and in writing in Swedish.
• Good analytical skills and the ability to translate complex information into clear recommendations.
• Ability to plan, prioritize, and drive processes independently.
• Driver's license (B).

Meritorious

• Experience working in a municipality or other public administration.
• Experience planning and leading exercises or training.
• Experience collaborating with the Armed Forces or other actors within total defense.
• Knowledge of legislation related to crisis preparedness, civil defense, security protection, or information security.
• Experience in staff work or participation in crisis management organizations.

The position may be subject to a security review according to the Security Protection Act (2018:585), which requires Swedish citizenship.
