Description
The Urban Environment Administration has a comprehensive responsibility for the city's public spaces and overall accessibility.
We work to create accessible, attractive, and vibrant urban environments and natural areas. The administration owns and manages the tram network in Gothenburg. Approximately 900 people work in the administration.
The Urban Environment Administration is part of the urban development administrations in Gothenburg City. Together, we work to create conditions for a functioning infrastructure, quality housing and premises, an inviting public environment, and strive for the city to be sustainable from all perspectives.
We are now looking for two development leaders for investigation to join the unit for customer and case management, who want to contribute to a legally secure, efficient, and well-functioning committee process.
Responsibilities
As a development leader for investigation, you will be responsible, together with other investigators in the unit, for providing qualified support in matters concerning municipal decision-making and case management, ensuring that the committee process is legally secure, efficient, and well-functioning.
You will lead and conduct investigations and preparations of the committee's matters in close collaboration with the administration's various departments. The work includes producing service statements, reports, and decision-making documents of high quality. You will plan and carry out investigations and preparations in consideration of deadlines and the planning of operational departments. You will gather facts and expertise from the operations and ensure that decision-making documents maintain satisfactory quality, are factual and correct, and formally well-structured.
The role also includes a coordination responsibility for investigations that involve more than one department's operational responsibility.
The work is carried out in close collaboration with other business developers and committee secretaries in the unit, as well as with managers, case handlers, and business developers in the operations. You will be part of a team of development leaders who support and replace each other as needed, creating a stable and collaborative work environment.
Qualifications
We are looking for someone with an academic degree in political science, preferably in public administration. You have solid experience working in a politically governed organization and a good understanding of public administration, including municipal decision-making processes, municipal law, and administrative law.
You have several years of experience preparing formal texts such as service statements, reports, and decision-making documents, and you master the Swedish language at a very high level in both speech and writing. The role requires that you have worked with case preparation and case management in municipal or other public operations and that you can ensure the quality of documents prior to political decisions.
It is an advantage if you have current experience as a committee or municipal secretary, or if you have worked within a secretariat with investigation and development assignments. If you have experience leading or coordinating investigations involving multiple internal and external stakeholders, this is considered a strong merit.
For the position, it is required that you have worked with IT systems for political case management and that you have very good knowledge of the Microsoft Office suite. Experience with process-based working methods and digital development is advantageous.
Personal qualities
As a development leader for investigation, you need to have a structured working method and a very good ability to plan, prioritize, and drive your work forward even when multiple assignments are ongoing simultaneously. You are analytical, can quickly understand complex issues, and have good judgment in assessments regarding the operations' and committee's decision-making documents.
You can express yourself clearly, factually, and professionally both verbally and in writing, and you thrive in a role where you switch between independent work and collaboration with others. To succeed in the position, you need to be able to build good relationships, instill confidence, and serve as a support in contacts with managers and case handlers.
The work requires you to be flexible, solution-oriented, and comfortable handling shifting priorities and tight deadlines. You take responsibility for the quality of what you deliver, are meticulous in details, and at the same time have the ability to see the big picture and contribute to the development of working methods and processes.
