Procurement Officer

Do you want to help strengthen everyone’s right to accessible reading? Are you a procurement officer with an interest in driving development in both processes and collaboration? Now you have the chance to contribute to our important democratic mission as a procurement officer.

The Swedish Agency for Accessible Media (MTM) envisions a society where all reading is accessible. We are a national knowledge center for accessible media working to ensure that everyone has access to news, literature, and societal information based on individual circumstances, regardless of reading ability or disability.

About the Job

As a procurement officer, you are a key person in MTM’s efforts to create modern, sustainable, and legally secure purchases that make a real difference for our operations and our users. You lead our procurements from needs assessment to contract and ensure that MTM has the best possible conditions to use its resources wisely, strategically, and sustainably.

In this role, you provide important support to both managers and buyers. Through your work, you help ensure quality, innovation, and stability in the services and functions that are crucial for the execution of the agency's mission.

As a procurement officer, you are also a driving force in developing our procurement and contract processes. You work proactively, share your expertise, and make it easy for the organization to make good decisions on procurement matters. Together with colleagues in the unit, you help strengthen the agency's ability to manage, plan, and follow up on operations in a professional and forward-looking manner.

This is a role where you can take responsibility, influence, and contribute to an organization that makes a difference every day. Currently, there is one procurement officer in the unit. The new position is an expansion of the existing staffing.

The position is located in the Management and Operations Support unit, which works at the heart of MTM’s governance and development. The unit has a strategic overall responsibility for HR and internal communication as well as for operational governance, financial processes, and the agency's procurements and purchases. This means that we drive and develop central processes such as operational planning, budgeting, and follow-up, internal governance and control including risk management, as well as channel strategy and intranet. The unit works closely with management, managers, and operations to create structure, quality, and long-term development in the agency. There are currently 12 colleagues in the unit.

Our office is located in Malmö, and we offer the possibility of some remote work.

About You

You are an experienced procurement officer who thrives in the role of both process leader and advisor. You have a business-oriented approach, a good understanding of the organization’s needs, and an interest in developing procurement as a strategic tool. You are confident in your skills, enjoy collaboration, and see the value of order and quality throughout the chain – from needs assessment to follow-up.

We are looking for someone who has

  • A university or college degree (180 credits or 120 credits) in areas such as economics, law, political science, or another relevant field, or a vocational education with a focus on public procurement.
  • At least three years of experience in independently conducting procurements according to LOU.
  • Very good knowledge of procurement legislation and relevant case law.
  • Excellent ability to express yourself verbally and in writing in Swedish.

It is an advantage if you have knowledge and experience of

  • contract follow-up
  • supplier management, including method development for follow-up, supplier evaluations, and development of KPIs.
  • producing strategic documents, such as spend analyses, procurement strategies, and risk analyses related to procurements.
  • competitive dialogue or other procedures than open procedure, such as selective procedure or negotiated procedure according to LOU.
  • integrating social requirements into procurements.

You should also

  • Be able to work in a structured manner and create order, clarity, and clear workflows.
  • Make well-considered decisions and make wise trade-offs even in complex situations.
  • Have a clear focus on creating value and contributing to the organization’s results.
  • See the whole picture and understand how different parts are interconnected to achieve long-term solutions.

About the Employment

The employment is permanent and begins with a six-month probationary period.

MTM applies individual salary setting.
