Norra Berg is entering a strong development phase, and we are looking for someone who wants to lead it!
As a development leader, you will play a key role in shaping the future of housing, business, and infrastructure in one of the municipality's most expansive areas. Here you will combine strategic work with practical coordination, establishment issues, and close dialogue with businesses, residents, and regional actors.
Job Responsibilities
As a development leader, you will have a broad and dynamic assignment. You will, among other things:
- Lead and coordinate development work in Norra Berg, focusing on business, housing, and infrastructure.
- Drive and project manage work related to the Oviken and Hackå areas, in close collaboration with local actors, municipal operations, and Östersund with surrounding municipalities.
- Actively work with business establishments, from the first contact to completed establishment.
- Identify land and premises for commercial development, in collaboration with property owners and businesses, and be an active part of strategic land purchases and development of exploitation areas.
- Build and develop collaboration structures with Region Jämtland Härjedalen, neighboring municipalities, businesses, property companies, and other regional partners.
Qualifications
We are looking for someone with a relevant academic education, for example in urban planning, economics, political science, marketing, or other education/experience that the employer deems equivalent. You have documented experience in project management and coordination, and you have worked with establishment and business issues in previous roles.
The role requires a good understanding of municipal operations and their processes, as well as experience working in complex collaborative environments where many actors need to be coordinated. It is advantageous if you have experience in sales or marketing work and if you have worked within or in close collaboration with a politically governed organization.

To succeed and thrive in the role, you need to be a confident and solution-oriented person who enjoys driving things forward. You are communicative, relationship-building, and thrive in meetings with various actors – from entrepreneurs and property owners to regional partners and colleagues within the municipality. You have strategic thinking and can quickly switch between a holistic perspective and concrete actions. You make things happen!
At the same time, you are structured and have a good ability to plan, prioritize, and keep order even when many processes are running in parallel. You have an interest in the external environment, a service-oriented approach, and build trust through a professional and unpretentious working style.
