In a vast municipality like Härjedalen, a good infrastructure is essential. We want safe roads, good communications, and more people to use public transport! The municipality is therefore working to get the Swedish Transport Administration to improve its road network in the municipality and to develop regional infrastructure in the form of bus, train, and air connections. We are also working to establish good bus connections within the municipality that enable commuting to a greater extent. Härjedalen Municipality has an overarching environmental goal to reduce the environmental impact of transportation.

Responsibilities
The role of Infrastructure Strategist has a wide range of varying tasks, primarily consisting of handling authority matters where you will collaborate with many different stakeholders to help create good, safe, and sustainable accessibility for all residents of the municipality. You will work on various assignments within the infrastructure area where you will independently be responsible for handling traffic authority-related matters such as permits and exemptions, appeals, guidelines, and local traffic regulations. You will prepare decision-making materials according to current legislation (Municipal, Administrative, Public Access, and Confidentiality laws, as well as the Education Act) and participate in the implementation of political decisions within the traffic area.
An important part of the job is to contribute to various societal issues with an infrastructure perspective. In your role, it is also central to advocate for the visibility of Härjedalen's infrastructure issues in national and international contexts. We often work together with actors outside the municipality's organization, such as other municipalities, regions, authorities at various levels, as well as associations and businesses.
Some authority supervision in the form of monitoring agreements with providers is included, as well as monitoring and preparing the municipality's regulations for off-road driving. The area of work is broad and includes, for example, handling snowmobile issues, broadband, and public transport. You will also play a key role in driving long-term processes within the transport infrastructure area.
The role includes having a good overview of needs and wishes within the traffic area. A highly relevant area is to participate with various stakeholders in the work to develop the municipality's charging infrastructure, to be the municipality's representative in military mobility, and to contribute to the development of the Inland Railway.
Qualifications
We welcome you with a university or college education focused on infrastructure, urban planning, or other relevant education for the position. You have good language skills in Swedish, both spoken and written, as well as several years of work experience at a strategic level in municipal, regional, or state operations. We also see that you can communicate in English.
We place great importance on your experience in a role that requires good communication and where you have encountered local, national, and international parties in infrastructure matters in professional contexts.
It is advantageous if you have knowledge and experience of:
- regional and national transport infrastructure planning
- knowledge of the national and regional transport plan and its implementation process
- knowledge and experience of process management and organizing and conducting meetings, seminars, and discussions
- experience in preparing materials, writing, and analyzing in writing
- experience working with anchoring and municipal decision-making processes
- knowledge and experience in advocacy work.
